13.2.2 Project Prioritisation<br />

The team participating in prioritisation of the consolidated list of projects<br />

included all relevant departments in the Municipality, and the Department’s<br />

of <strong>Transport</strong>, all of whom were represented on the Working Group for the<br />

preparation of the ITP. Consequently, representatives were familiar with<br />

the different transport components of the ITP having attended various<br />

presentations of the sectoral plans.<br />

The identification and prioritisation of the projects was considered in terms<br />

of the development imperatives of the IDP.<br />

The process also recognised the advent of the 2010 Soccer World Cup and<br />

the need to ensure transport solutions are in place for that event.<br />

In the event of Municipal budget funding shortfalls, some of the prioritised<br />

projects shown in the ITP may need to be delayed for the following year(s).<br />

13.3 Five Year Implementation Programme<br />

The five year programme for transport capital projects is shown in<br />

Table 13.1. Required expenditure for each project is shown on an annual<br />

basis. Current expenditure (2004/05) is also shown.<br />

At the same time it should be recognised that<br />

delaying capital expenditure on needed<br />

projects can place undue pressure on other<br />

related infrastructure with an associated<br />

increase in maintenance costs.<br />

Whilst not specified in the ITP it needs to be<br />

recognised that capital expenditure has the<br />

related need for an increase in the operating<br />

budget; the nature and extent of the operating<br />

budget depending on the type of capital projects<br />

in the programme (eg. new ‘booze buses’ in the<br />

Safety Programme also require manpower and<br />

other resources).<br />
