9. TRAFFIC MANAGEMENT AND CONTROL<br />
In the broadest sense urban traffic management and control comprises<br />
traffic control systems, with the integrated application of intelligent transport<br />
systems (ITS) technology and various aspects of information management<br />
and enforcement systems.<br />
The application of these systems and technologies is geared towards<br />
maximising the efficient and safe use of existing infrastructure.<br />
Section 9 of the ITP reviews the current status and development proposals<br />
in traffic management and control highlighting those aspects that form part<br />
of the Implementation <strong>Plan</strong> for the ITP.<br />
9.1 Urban Traffic Control (UTC) System<br />
The existing system is currently being upgraded as follows:-<br />
� Some 700 controllers, now in excess of twenty years old and<br />
beyond serviceable limits are being replaced.<br />
� The in-station (centralised computer)<br />
controlling some 400 signals in an area traffic<br />
control (ATC) system is being upgraded<br />
including dedicated cable connections to the<br />
outstations (traffic signal controllers).<br />
� Possible introduction to LED, high light<br />
intensity, low maintenance signal heads (over 3<br />
year period).<br />
� Real time adaptive control using the SCOOT software programme,<br />
in addition to controlling the Victoria Embankment, will be extended<br />
to include:-<br />
� Intersections at Umgeni Road and Inanda Road with<br />
the N2 service road<br />
� Argyle Road between Brickhill and Cowey Road<br />
Prioritised public transport routes under real time signal control, using BUS<br />
SCOOT software, is being considered as a pilot project; location as yet<br />
undetermined.<br />
