7.7 Evaluating Success<br />

The Road Safety <strong>Plan</strong> recognises that success in road safety involves<br />

concern with providing “safe” infrastructure as well as changing people’s<br />

existing behaviour from “unsafe” into “safe” behaviour. Further the <strong>Plan</strong><br />

recognises the fact that changing behaviour of large numbers of people<br />

does not happen quickly. It requires certain foundations to be laid and then<br />

built upon in order to achieve a gradually increasing and sustainable long-<br />

term impact. It is critical that this steadily unfolding and evolving process be<br />

monitored and evaluated.<br />

One of the existing ‘gaps’ in current road safety activities that has been<br />

identified is the lack of evaluation. The eThekwini Road Safety <strong>Plan</strong><br />

proposes to address this gap and the following objectives and measures<br />

have been identified to monitor and measure progress:-<br />
