2. LAND TRANSPORT MISSION STATEMENT & GOALS<br />
The ETA’s transport mission statement creates the<br />
framework for the setting of goals and the<br />
development of policy for the various components<br />
of the ITP. The mission statement has been<br />
developed within the context of the national and<br />
provincial visions for transport.<br />
<strong>Transport</strong> has a major influence on development.<br />
At the same time it is impacted by development<br />
and land use. Consequently, the ETA’s vision for<br />
transport recognises the imperatives of the IDP<br />
vision and sets a framework for goals and related policy which will have a<br />
positive impact on social and economic development and activities in the<br />
municipal area.<br />
2.1 National and Provincial Context<br />
Key issues and concerns for transport that emerge from the national and<br />
provincial visions for transport focus on the need for transport systems<br />
and services that meet the needs of the end users and are: -<br />
� safe<br />
� reliable<br />
� effective<br />
� efficient<br />
� affordable<br />
� integrated<br />
Further, such systems and services need to:-<br />
� improve quality of life for all<br />
� support government strategies for social and economic<br />
development<br />
� improve levels of accessibility and mobility<br />
� be economically and environmentally sustainable<br />
� make provision for community participation<br />
