Within this context, ETA’s public transport policy is the following:-<br />

No.1 To identify and prioritise accessibility and mobility needs in<br />

terms of market segments, based on categories defined in<br />

NDOT’s Moving South Africa (MSA) Report.<br />

No. 2 To promote public transport over private transport.<br />

No.3 To provide an affordable, sustainable PT system in response<br />

to the prioritised needs of the market segments,<br />

acknowledging the importance of accessibility to social,<br />

economic, educational and recreational opportunities, but<br />

recognising it is unaffordable to provide the same level of<br />

service to users in urban and rural areas.<br />

In the rural areas access to employment, the transport needs<br />

of learners, and access to health facilities will be prioritised.<br />

No.4 To support and develop the capacity of the existing and<br />

future consultation structures and enable them to articulate<br />

the needs of the different passenger groups for incorporation<br />

into a Passenger Service Charter.<br />

No.5 To implement universally accessible routes and corridors for<br />

Special Needs passenger groups, on a phased basis within<br />

the mainstream public transport system, subject to resource<br />

allocation, and to target the North-South Corridor as the first<br />

corridor to be implemented.<br />

No.6 To ensure that new bus contracts have a minimum percent<br />

of fleet designed for special needs access, and all new fixed<br />

infrastructure is fully accessible.<br />

No.7 To manage all modes of public transport service, within a<br />

Quality Service Charter which addresses, inter alia, matters<br />

of reliability, differentiated levels of service (coverage, hours<br />

of service, frequency) convenience and comfort, standards<br />

of operation, fare structures, communication and information<br />

services, vehicle age and servicing requirements and code<br />

of conduct for operator/driver behaviour.<br />

No.8 To support formalisation and re-capitalisation of the taxi<br />

industry and to apply various fleet age criteria to all future<br />

contracts (subsidised and unsubsidised) for all modes of<br />

road-based public transport vehicles.<br />
