� open tendering on any contracted PT routes<br />

� structuring contracts and requirements for contractors to<br />

include PDI operator sub-contracts<br />

� providing rules for contract adjudication in respect of PDI<br />

submissions<br />

� empowering existing and potential entrepreneurs<br />

through training<br />

� providing support in the process of raising finance within<br />

funding and legal boundaries (eg. guarantees for<br />

financing of vehicles)<br />

� creating commercial investment opportunities<br />

� creating infrastructure management opportunities/<br />

contracts (eg. cleaning, security, rank management)<br />

5.2 Current Public <strong>Transport</strong> Record (CPTR)<br />

5.2.1 Extent of Survey<br />

A comprehensive CPTR has been prepared for eThekwini Municipality for<br />

the three hour am peak period (05h00-08h00) and where demand<br />

warranted the three hour pm peak period (15h30-18h30). Within this<br />

context surveys covered all public transport routes and services throughout<br />

the 2300km 2 Municipal area, comprise 8 basic rail routes radiating from<br />

<strong>Durban</strong> and 1630 and 1730 bus and taxi routes respectively identified as<br />

part of the system operating from approximately 630 bus and taxi terminal<br />

points.<br />
