Summary<br />
In broad terms <strong>the</strong> overall strategy of <strong>the</strong><br />
project is to suppress exist<strong>in</strong>g hero<strong>in</strong> and<br />
methamphetam<strong>in</strong>e manufactur<strong>in</strong>g centres<br />
through <strong>in</strong>tensive action aga<strong>in</strong>st precursor<br />
traffick<strong>in</strong>g <strong>in</strong> <strong>the</strong>se areas; prevent <strong>the</strong> establishment<br />
of new manufactur<strong>in</strong>g centres of<br />
syn<strong>the</strong>tic drugs <strong>in</strong> <strong>the</strong> region by improv<strong>in</strong>g<br />
precursor control <strong>in</strong> susceptible countries;<br />
assist MOU countries to fur<strong>the</strong>r streng<strong>the</strong>n<br />
precursor control measures; and to promote<br />
cooperation among countries <strong>in</strong> <strong>the</strong> region .<br />
Intensified control of licit trade and suppression<br />
of illicit traffick<strong>in</strong>g <strong>in</strong> MOU countries;<br />
streng<strong>the</strong>ned capacity of vulnerable countries<br />
