Situational analysis of illicit drug issues and responses <strong>in</strong> <strong>the</strong> <strong>Asia</strong>–<strong>Pacific</strong> region<br />

In 2004, WHO had a country mission to<br />

assess <strong>the</strong> IDU situation <strong>in</strong> <strong>the</strong> two areas<br />

mentioned above . From that report WHO<br />

will move forward by prioritis<strong>in</strong>g activities<br />

like <strong>the</strong> conduct of <strong>the</strong> rapid assessment of<br />

o<strong>the</strong>r areas identified as areas where IDU<br />

activities are ongo<strong>in</strong>g . The Department of<br />

Health has already <strong>in</strong>cluded <strong>the</strong> activity <strong>in</strong><br />

its plans .<br />

The AIDS Surveillance and Education<br />

Project (ASEP)<br />

Funded by <strong>the</strong> US Agency for International<br />

Development, PATH Foundation and <strong>the</strong><br />

World Health Organization managed <strong>the</strong><br />

education and surveillance components of<br />

<strong>the</strong> project which foc<strong>use</strong>d on prevent<strong>in</strong>g <strong>the</strong><br />

rapid <strong>in</strong>crease of HIV/AIDS <strong>in</strong> <strong>the</strong> Philipp<strong>in</strong>es<br />

by establish<strong>in</strong>g mechanisms <strong>in</strong> <strong>the</strong> public and<br />

private sectors that encourage vulnerable<br />

groups to adopt and practise behaviours that<br />

reduce HIV risk .<br />

After ASEP ended <strong>in</strong> September 2003, LEAD<br />

through MSH cont<strong>in</strong>ued to support <strong>the</strong> HIV/<br />

AIDS prevention activities .<br />

Sexually transmitted <strong>in</strong>fections,<br />

<strong>in</strong>clud<strong>in</strong>g HIV/AIDS (2004–2005)<br />

The aim of this project is to provide technical<br />

assistance and support to address <strong>the</strong> STI and<br />

HIV/AIDS program of <strong>the</strong> country with <strong>the</strong><br />

Department of Health as <strong>the</strong> primary partner<br />

of cooperation . The program is supported<br />

with emphasis on advocacy, policy/guidel<strong>in</strong>es<br />

development, resource mobilisation, capacity<br />

build<strong>in</strong>g and research . Special attention is<br />

provided for <strong>the</strong> follow<strong>in</strong>g components of<br />

<strong>the</strong> program: condom <strong>use</strong> program for prevention,<br />

local governance, surveillance, ARV<br />

procurement technical assistance, IDU basel<strong>in</strong>e<br />

survey . Fund<strong>in</strong>g source: country budget<br />

and o<strong>the</strong>r sources from regional budget .<br />

Fund<strong>in</strong>g amount <strong>in</strong> US dollars: $60,000 and<br />

c/o <strong>Region</strong>al Office .<br />

B3 .8 Thailand<br />

International Crim<strong>in</strong>al Police Organization /<br />

Interpol<br />

The International Crim<strong>in</strong>al Police Organization<br />

(ICPO) / Interpol office for Sou<strong>the</strong>ast<br />

<strong>Asia</strong> is located <strong>in</strong> <strong>the</strong> Royal Thai Police,<br />

Bangkok . Interpol’s drug liaison officer has<br />

been appo<strong>in</strong>ted to Thailand . The exchange of<br />

<strong>in</strong>formation and <strong>in</strong>telligence between ICPO/<br />

Interpol and Thailand has been conducted<br />

with good cooperation s<strong>in</strong>ce 1972 .<br />

Australian Federal Police<br />

The AFP has three liaison officers and two<br />

advisers <strong>in</strong> Bangkok, and one liaison officer <strong>in</strong><br />

Chiang Mai . One AFP officer is also seconded<br />

to Interpol <strong>in</strong> Bangkok . The AFP signed a<br />

Memorandum of Understand<strong>in</strong>g, <strong>in</strong> respect of<br />

combat<strong>in</strong>g transnational crime and develop<strong>in</strong>g<br />

police cooperation, with <strong>the</strong> Royal Thai<br />

Police <strong>in</strong> June 2003 .<br />

O<strong>the</strong>r Australian <strong>in</strong>volvement<br />

For <strong>the</strong> past few decades, <strong>the</strong> Australian Government<br />

has provided hundreds of tra<strong>in</strong><strong>in</strong>g<br />

courses and <strong>in</strong>ternational meet<strong>in</strong>gs for Thai<br />

officers as well as <strong>in</strong>telligence equipments<br />

for Thai authorities .<br />

This program will expand <strong>the</strong> service currently<br />

available and create an appropriate service for<br />

IDUs and will also advocate to <strong>in</strong>clude such<br />

a service <strong>in</strong>to <strong>the</strong> National Health Security<br />

Scheme .<br />
