Aims<br />
Burma HIV/AIDS-related activities are funded<br />
under <strong>the</strong> Burma Community Health Program<br />
Round 3 which had as a priority basic health<br />
and HIV/AIDS-related activities . This was <strong>in</strong><br />
response to <strong>the</strong> HIV/AIDS-related challenges<br />
be<strong>in</strong>g faced <strong>in</strong> Burma . The program goal is<br />
to reduce <strong>the</strong> vulnerability of young people<br />
to HIV <strong>in</strong>fection and transmission <strong>in</strong> selected<br />
areas of Burma (by improv<strong>in</strong>g <strong>the</strong> quality and<br />
effectiveness of programs) . HIV/AIDS skills<br />
tra<strong>in</strong><strong>in</strong>g and capacity build<strong>in</strong>g programs<br />
for local staff of selected <strong>in</strong>ternational and<br />
local NGOs, UNICEF and Government Township<br />
Aids Committees (TACs) . Skills will be<br />
streng<strong>the</strong>ned <strong>in</strong> conduct<strong>in</strong>g assessments of<br />
vulnerability to HIV <strong>in</strong>fection, participatory<br />
youth research at <strong>the</strong> community level;<br />
develop<strong>in</strong>g strategic plans to respond to<br />
HIV <strong>in</strong> young people; and specific areas such<br />
as behaviour change communication; STI<br />
diagnosis and treatment; care and support,<br />
<strong>in</strong>clud<strong>in</strong>g stigma reduction; harm reduction<br />
related to <strong>in</strong>ject<strong>in</strong>g drug <strong>use</strong>; and prevention<br />
of parent-to-child transmission of HIV .<br />

Aims<br />
This project’s ma<strong>in</strong> development objectives<br />
are: (1) to build <strong>the</strong> capacity of local communities<br />
<strong>in</strong> Kach<strong>in</strong> and nor<strong>the</strong>rn Shan States<br />
to identify and address common priorities<br />
for improved health; and (2) <strong>in</strong> partnership<br />
with communities, to develop and improve<br />
susta<strong>in</strong>able practices <strong>in</strong> primary health care,<br />
<strong>in</strong>clud<strong>in</strong>g effective approaches to HIV/AIDS<br />
and substance ab<strong>use</strong> issues .<br />

Aims<br />
Follow<strong>in</strong>g <strong>the</strong> M<strong>in</strong>ister’s announcement of<br />
$1 million for drug control activities <strong>in</strong> <strong>the</strong><br />
Mekong Bas<strong>in</strong>, Australia signed an agreement<br />
with UNDCP, provid<strong>in</strong>g for whole or part<br />
fund<strong>in</strong>g of <strong>in</strong>itiatives <strong>in</strong> demand reduction<br />
and alternative development . These activities<br />
are seen as complementary <strong>in</strong> address<strong>in</strong>g<br />
health and poverty aspects of illicit drug <strong>use</strong> .<br />
There was a policy preference for regional<br />
activities <strong>in</strong>clud<strong>in</strong>g Burma, which was <strong>the</strong><br />
major source of hero<strong>in</strong> reach<strong>in</strong>g Australia at<br />
that time .<br />
Activity description: This project aimed<br />
to reduce <strong>the</strong> <strong>in</strong>cidence of drug ab<strong>use</strong> <strong>in</strong><br />
north-east Burma by extend<strong>in</strong>g an exist<strong>in</strong>g<br />
community-based demand reduction program<br />
from a few selected villages near M<strong>use</strong> to<br />
key townships along <strong>the</strong> road to Mandalay .<br />
Us<strong>in</strong>g community-based offices, <strong>the</strong> project<br />
provided and monitored revolv<strong>in</strong>g loans for<br />
community-based demand reduction and<br />
social development activities to villages with<strong>in</strong><br />
<strong>the</strong>se townships; provided health education;<br />
detoxification programs and tra<strong>in</strong><strong>in</strong>g <strong>in</strong> community<br />
management, f<strong>in</strong>ancial management<br />
and gender awareness .<br />

Burma WFP fund<strong>in</strong>g falls under <strong>the</strong> rationale<br />
of <strong>the</strong> Burma Humanitarian Framework (<strong>the</strong><br />
Humanitarian Framework guides program<br />
plann<strong>in</strong>g <strong>in</strong> Burma), which stresses <strong>the</strong><br />
provision of humanitarian assistance to<br />
vulnerable groups, particularly those <strong>in</strong> <strong>the</strong><br />
border areas of Burma .<br />
Activity description: This project aims to<br />
prevent a decl<strong>in</strong>e <strong>in</strong> food security of expoppy<br />
farm<strong>in</strong>g and vulnerable ho<strong>use</strong>holds,<br />
<strong>in</strong>creas<strong>in</strong>g school enrolments and prevent<strong>in</strong>g<br />
mass migration to neighbour<strong>in</strong>g areas and<br />
lowlands .<br />
