Arrest and seizure data<br />

Amphetam<strong>in</strong>e-type substances<br />

In 2004, law enforcement agencies dealt with<br />

234 cases relat<strong>in</strong>g to ATS offences, compared<br />

with 184 cases <strong>in</strong> 2003 and 77 cases reported<br />

<strong>in</strong> 2002 (National Authority for Combat<strong>in</strong>g<br />

<strong>Drug</strong>s, 2005) . A total of 510 people were<br />

arrested for ATS-related crimes <strong>in</strong> 2004<br />

(National Authority for Combat<strong>in</strong>g <strong>Drug</strong>s,<br />

2005) . This is a 46 per cent <strong>in</strong>crease from 349<br />

arrests <strong>in</strong> 2003, and a 128 per cent <strong>in</strong>crease<br />

from 223 arrests <strong>in</strong> 2002 (United Nations<br />

Office on <strong>Drug</strong>s and Crime, 2002, 2003) . The<br />

substantial <strong>in</strong>creas<strong>in</strong>g trend cont<strong>in</strong>ues with<br />

<strong>the</strong> number of tablets seized from 2002 to<br />

2004 . A total of 875,702 tablets were seized<br />

<strong>in</strong> 2004 (National Authority for Combat<strong>in</strong>g<br />

<strong>Drug</strong>s, 2005), 209,527 <strong>in</strong> 2003, and 126,221<br />

<strong>in</strong> 2002 (<strong>in</strong>creases of 317% and 600%<br />

respectively) (United Nations Office on <strong>Drug</strong>s<br />

and Crime, 2002, 2003) (see Table A2 .1) .<br />

There is little evidence as to where ATS are<br />

be<strong>in</strong>g manufactured <strong>in</strong> Cambodia (United<br />

Nations Office on <strong>Drug</strong>s and Crime, 2003) .<br />

In 2003, one methamphetam<strong>in</strong>e tablet<strong>in</strong>g<br />

mach<strong>in</strong>e was seized <strong>in</strong> Battambang Prov<strong>in</strong>ce,<br />

but no laboratories were seized dur<strong>in</strong>g <strong>the</strong><br />

year . In 2002, a methamphetam<strong>in</strong>e production<br />

facility close to <strong>the</strong> Cham Yeam (Koh Kong)<br />

<strong>in</strong>ternational border cross<strong>in</strong>g with Thailand<br />

was found by local police and confiscated <strong>in</strong><br />

November 2002 (United Nations Office on<br />

<strong>Drug</strong>s and Crime, 2003) .<br />

Hero<strong>in</strong><br />

In 2004, <strong>the</strong> number of cases, arrests and<br />

seizures relat<strong>in</strong>g to hero<strong>in</strong> were significantly<br />

lower than those of 2003, but similar to those<br />

of 2002 (National Authority for Combat<strong>in</strong>g<br />

<strong>Drug</strong>s, 2005; United Nations Office on <strong>Drug</strong>s<br />

and Crime, 2002, 2003) . Three cases were<br />

reported <strong>in</strong> 2004 compared to seven <strong>in</strong> 2003<br />

and one <strong>in</strong> 2002 . Two people were arrested<br />

for hero<strong>in</strong>-related offences <strong>in</strong> 2004 compared<br />

to 22 people arrested on hero<strong>in</strong> traffick<strong>in</strong>g<br />

charges <strong>in</strong> 2002, and one arrest <strong>in</strong> 2002 .<br />

Just over 2 kilograms of hero<strong>in</strong> were seized<br />

<strong>in</strong> 2004 compared to a total of 46 .72 kilograms<br />

of hero<strong>in</strong> seized <strong>in</strong> 2003 (one seizure<br />

was approximately 35 kilograms) and almost<br />

2 kilograms <strong>in</strong> 2002 (see Table A2 .1) .<br />

Cannabis<br />

Official reports of cannabis seized and/or<br />

destroyed dur<strong>in</strong>g 2004 are of 14,341 square<br />

metres, a significant reduction from <strong>the</strong><br />

reports <strong>in</strong> 2003 of 63,454 square metres,<br />

although similar to cannabis seizures <strong>in</strong><br />

2002 (United Nations Office on <strong>Drug</strong>s and<br />

Crime, 2003) . Seizures of cannabis made<br />

outside of <strong>the</strong> country (but cultivated<br />

with<strong>in</strong> Cambodia) totalled more than 350<br />

kilograms <strong>in</strong> 2003 . Dur<strong>in</strong>g 2003, 52 people<br />

were officially reported to be deta<strong>in</strong>ed for<br />

<strong>the</strong> cultivation of cannabis . Of <strong>the</strong>se, six were<br />

sent to court and 46 were ‘educated’ . This is<br />

a marked <strong>in</strong>crease from <strong>the</strong> two deta<strong>in</strong>ees <strong>in</strong><br />

2002 (United Nations Office on <strong>Drug</strong>s and<br />

Crime, 2003) .<br />

Precursor chemicals<br />

Accord<strong>in</strong>g to UNODC reports (United Nations<br />

Office on <strong>Drug</strong>s and Crime, 2002, 2003),<br />

<strong>the</strong>re has been an <strong>in</strong>crease <strong>in</strong> <strong>the</strong> seizure of<br />

precursor chemicals by police and customs <strong>in</strong><br />

Cambodia . Such chemicals have been seized<br />

<strong>in</strong> <strong>the</strong> sou<strong>the</strong>rn prov<strong>in</strong>ces of Takeo, Kandal<br />

and Kampot and fur<strong>the</strong>r seizures have been<br />

made <strong>in</strong> Banteay Meanchey and Battambang<br />

prov<strong>in</strong>ces which would <strong>in</strong>dicate that precursors<br />

are be<strong>in</strong>g imported to Cambodia<br />

from Vietnam and Thailand . In 2004, 2624<br />

kilograms of sulphuric acid was seized by law<br />

enforcement officials (National Authority for<br />

Combat<strong>in</strong>g <strong>Drug</strong>s, 2005) .<br />
