Aims<br />

status and education improved .<br />

Reduc<strong>in</strong>g opium production and area under<br />

poppy cultivation by at least 40 per cent <strong>in</strong><br />

<strong>the</strong> target villages and 25 per cent <strong>in</strong> <strong>the</strong> rest<br />

of <strong>the</strong> project area <strong>in</strong> Nahome .<br />

Complete detoxification process for 50<br />

per cent of all opium addicts, no more than<br />

50 per cent relapse after six months, and <strong>the</strong><br />

number of new addicts each year (exclud<strong>in</strong>g<br />

relapses) reduced to half of <strong>the</strong> rate at <strong>the</strong><br />

start of <strong>the</strong> project .<br />

Summary<br />

The objective of <strong>the</strong> Beng project is through<br />

alternative development to reduce opium<br />

production and consumption among ethnic<br />

m<strong>in</strong>orities <strong>in</strong> <strong>the</strong> highland district of Beng<br />

through <strong>in</strong>terventions <strong>in</strong> participatory community<br />

development, agriculture, <strong>in</strong>come<br />

generation, environmental management,<br />

education, health and demand reduction .<br />

A new drug control legislation adopted <strong>in</strong><br />

l<strong>in</strong>e with <strong>the</strong> three UN Conventions; and <strong>the</strong><br />

1988 UN Convention ratified .<br />

Tra<strong>in</strong><strong>in</strong>g judges and prosecutors <strong>in</strong> drug control<br />

and establish<strong>in</strong>g a tra<strong>in</strong><strong>in</strong>g module <strong>in</strong> <strong>the</strong><br />

new judge tra<strong>in</strong><strong>in</strong>g <strong>in</strong>stitute .<br />

Develop<strong>in</strong>g and establish<strong>in</strong>g a new comprehensive<br />

national program for <strong>the</strong> elim<strong>in</strong>ation<br />

of opium poppy cultivation .<br />

Summary<br />

This project aims at develop<strong>in</strong>g/streng<strong>the</strong>n<strong>in</strong>g<br />

a comprehensive and susta<strong>in</strong>able drug<br />

control framework <strong>in</strong> Lao PDR by address<strong>in</strong>g<br />

<strong>the</strong> structures, data collection, program<br />

development and legislation . The President<br />

of Lao PDR and <strong>the</strong> Executive Director of<br />

UNDCP reached an historic agreement <strong>in</strong><br />

May 1999; toge<strong>the</strong>r elim<strong>in</strong>at<strong>in</strong>g opium<br />

production and ab<strong>use</strong> by 2006 . Build<strong>in</strong>g <strong>the</strong><br />

drug control capacity of <strong>the</strong> government is<br />

a key element for <strong>the</strong> success of <strong>the</strong> opium<br />

elim<strong>in</strong>ation program .<br />
