Indonesia HIV/AIDS Prevention<br />

and Care Project Phase 2<br />

Aims<br />

This project is AusAID’s primary response to<br />

<strong>the</strong> grow<strong>in</strong>g HIV/AIDS epidemic <strong>in</strong> Indonesia .<br />

The focus of Component 3 (of Phase 2)<br />

on <strong>in</strong>ject<strong>in</strong>g drug <strong>use</strong> reflects <strong>the</strong> body of<br />

evidence show<strong>in</strong>g that up to 80 per cent of<br />

new <strong>in</strong>fections are ca<strong>use</strong>d by <strong>the</strong> shar<strong>in</strong>g<br />

of <strong>in</strong>fected needles . Component 3 of this<br />

bilateral project seeks to reduce HIV transmission<br />

through <strong>in</strong>ject<strong>in</strong>g drug <strong>use</strong> us<strong>in</strong>g a<br />

public health approach . Specific strategies<br />

<strong>in</strong>clude oral substitution pilots and a range<br />

of o<strong>the</strong>r behavioural change activities for<br />

<strong>in</strong>ject<strong>in</strong>g drug <strong>use</strong>rs focus<strong>in</strong>g on specific<br />

sett<strong>in</strong>gs like prisons .<br />

HIV Prevention among Vulnerable Groups<br />

Aims<br />

To enhance <strong>the</strong> capacity of identified vulnerable<br />

population groups <strong>in</strong> Indonesia to<br />

reduce <strong>the</strong>ir risk of HIV <strong>in</strong>fection; to enhance<br />

<strong>the</strong> capacity of identified partner NGOs to<br />

develop and implement HIV responses target<strong>in</strong>g<br />

selected vulnerable population groups .<br />

Includes <strong>the</strong> cont<strong>in</strong>uation and expansion<br />

of activities that aim to reduce HIV risk<br />

and stimulate behaviour change among<br />

vulnerable groups such as sex workers and<br />

<strong>in</strong>ject<strong>in</strong>g drug <strong>use</strong>rs .<br />

<strong>the</strong> fur<strong>the</strong>r spread of HIV and o<strong>the</strong>r adverse<br />

public health consequences associated with<br />

unsafe drug <strong>use</strong> and sex practice .<br />

agencies (across sectors of law enforcement,<br />

health and crim<strong>in</strong>al justice), media, tra<strong>in</strong><strong>in</strong>g<br />

and strategy development for prisons-based<br />

Summary<br />

The goal is to establish an effective and susta<strong>in</strong>able<br />

multi-sectoral response to <strong>the</strong> HIV/<br />

AIDS epidemic . The purpose is to <strong>in</strong>crease<br />

capacity to halt and beg<strong>in</strong> to reverse <strong>the</strong><br />

spread of HIV/AIDS <strong>in</strong>fection <strong>in</strong> concentrated<br />

areas and core transmission groups .<br />
