RAS/C25: <strong>Drug</strong> Control and Development<br />

<strong>in</strong> <strong>the</strong> Wa <strong>Region</strong> of <strong>the</strong> Shan State<br />

Aims<br />

The Kokang and Wa Initiative, KOWI, is a<br />

broad partnership aim<strong>in</strong>g to provide for <strong>the</strong><br />

basic human needs of poor farmers and <strong>the</strong>ir<br />

families <strong>in</strong> <strong>the</strong> Kokang and Wa regions to<br />

live <strong>in</strong> dignity without <strong>the</strong>ir primary <strong>in</strong>come<br />

traditionally derived from opium cultivation .<br />

Summary<br />

This partnership <strong>in</strong>cludes UN agencies and<br />

<strong>in</strong>ternational NGOs that are provid<strong>in</strong>g pre-<br />

and post-emergency aid to communities <strong>in</strong><br />

<strong>the</strong> Kokang and Wa regions <strong>in</strong> order to help<br />

local populations cope with <strong>the</strong> imposition<br />

of opium bans . In <strong>the</strong> Kokang, a total ban on<br />

opium cultivation came <strong>in</strong>to effect <strong>in</strong> 2003,<br />

and a similar ban will take effect <strong>in</strong> <strong>the</strong> Wa<br />

<strong>in</strong> June 2005 .<br />

To help communities <strong>in</strong> <strong>the</strong> Kokang and <strong>the</strong><br />

Wa regions deal with <strong>the</strong>se opium bans and<br />

<strong>the</strong> associated loss of <strong>in</strong>come, UNODC and its<br />

partners seek to provide assistance to ensure<br />

food security and cover basic human needs,<br />

<strong>in</strong>clud<strong>in</strong>g health care and education .<br />

KOWI is designed as a mechanism to coord<strong>in</strong>ate<br />

on-<strong>the</strong>-ground assistance to expand <strong>the</strong><br />

expertise and scope of present <strong>in</strong>terventions<br />

<strong>in</strong> <strong>the</strong> region . Two Technical Coord<strong>in</strong>ation<br />

Units (TCUs), one <strong>in</strong> <strong>the</strong> Kokang and one <strong>in</strong><br />

<strong>the</strong> Wa, will play an <strong>in</strong>tegral part <strong>in</strong> support<strong>in</strong>g<br />

KOWI partners by provid<strong>in</strong>g shared data,<br />

maps and logistical capabilities with <strong>the</strong> goal<br />

of coord<strong>in</strong>at<strong>in</strong>g <strong>in</strong>terventions to avoid overlap<br />

and ensure coverage of <strong>the</strong> most vulnerable<br />

populations .<br />

Aims<br />

Monitor opium production <strong>in</strong> Myanmar<br />

Summary<br />

The UNODC <strong>Illicit</strong> Crop Monitor<strong>in</strong>g Program<br />

(ICMP) assists member states <strong>in</strong> produc<strong>in</strong>g<br />

<strong>in</strong>ternationally comparable data on <strong>the</strong><br />

cultivation of illicit crops . In Myanmar, <strong>the</strong><br />

ICMP conducts an annual opium survey to<br />

measure changes <strong>in</strong> <strong>the</strong> levels and patterns<br />

of opium cultivation .<br />

The survey comb<strong>in</strong>es data from satellite<br />

images and ground surveys . For <strong>the</strong> 2003<br />

survey, a total of 1962 villages were surveyed<br />

<strong>in</strong> Shan State, with f<strong>in</strong>d<strong>in</strong>gs from this sample<br />

extrapolated for estimates on state-wide<br />

production levels . Information is collected<br />

through <strong>in</strong>terviews with village leaders and<br />

farmers, and by physical measurement of <strong>the</strong><br />

opium fields . The 2004 survey has expanded<br />

its coverage to <strong>in</strong>clude Ch<strong>in</strong> and Kach<strong>in</strong><br />

states, as well as Saga<strong>in</strong>g division .<br />
