Lao–American Integrated Rural Development<br />
Projects (LAP) . These two projects comprise<br />
about 80 per cent of <strong>the</strong> non-adm<strong>in</strong>istrative<br />
program budget .The US Bureau of International<br />
Narcotics and Law Enforcement Affairs<br />
also supports small programs <strong>in</strong> demand<br />
reduction (to battle <strong>the</strong> rapidly ris<strong>in</strong>g amphetam<strong>in</strong>e<br />
problem) and law enforcement<br />
(to support counter-narcotics police) .<br />
