comply with the requirements <strong>of</strong> the South African Bureau <strong>of</strong> Standards (SABS) Code <strong>of</strong><br />

Practice No. 045-1974 for the testing <strong>of</strong> water boreholes (see Chapter 20). A continuous<br />

nine hour pumping test must be undertaken using suitable pumping equipment (not a bailer<br />

or an airblast). An unsuccessful borehole is regarded as one yielding less than 125 m I s-1<br />

(unless special circumstances prevail). No subsidy is payable by the Department unless<br />

receipts are submitted and the costs incurred are reasonable. Applicants are given one<br />

year in which to have the borehole drilled (after acceptance <strong>of</strong> the proposal by the<br />

DepartmentJ, although the completion period may be extended for a further year (on<br />

application). The subsidy is calculated on the same basis as the above scheme, with the<br />

same maximum. The Department accepts no liability for the contract between the land<br />

user and the driller, makes no payment to the drilling contractor, and is not a party to any<br />

dispute. If the applicant provides misleading or false information to the Department, then<br />

the subsidy lapses and the land user is required to return the subsidy to the Department.<br />

With regard to Government Regulation Notice GN R3041192 issued in terms <strong>of</strong> Section<br />

164 read with Section 162 <strong>of</strong> the Water Act, the Minister <strong>of</strong> Agriculture may provide a<br />

subsidy for additional works in respect <strong>of</strong> boreholes for stock watering and domestic<br />

needs. Additional works refer to appliances, pipelines, reservoirs and drinking troughs.<br />

The R6 000 per.borehole subsidy (covering the costs <strong>of</strong> the actual construction <strong>of</strong> the<br />

additional works) is subject to the basic conditions outlined above, where the borehole is<br />

at least 15 m deep and 100 mm in diameter, and complies with the requirements <strong>of</strong> SABS<br />

Code <strong>of</strong> Practice No. 045-1974. The works must be completed within 12 months <strong>of</strong><br />

consent, although an extension <strong>of</strong> a further 12 months may be granted. No subsidy is<br />

payable until receipts have been submitted, or if the applicant made use <strong>of</strong> second hand<br />

materials for any component <strong>of</strong> the additional works. If false or misleading information is<br />

provided by the applicant, then the applicant is required to return the subsidy to the<br />

Department.<br />

11.9.2 KwaZulu<br />

(a) Boreholes<br />

Some 260 boreholes a year (10 boreholes per KwaZulu district), are drilled under the<br />

auspices <strong>of</strong> the KwaZulu Department <strong>of</strong> Agriculture and Forestry, Private Bag X05, Ulundi,
