Primary system<br />

4. Conventional housing<br />

(Refers to completed dwelling units<br />

constructed to nationally and locally<br />

defined building and town planning<br />

specifications. The type <strong>of</strong> housing<br />

ranges from free standing houses, to<br />

semi-detached housing and multi-storey<br />

blocks <strong>of</strong> flats)<br />

Sub-system<br />

• State rental sector<br />

Involves housing provided, allocated and<br />

managed by the State. Since 1983,<br />

some <strong>of</strong> the housing stock has been sold<br />

to occupiers, with very little new rental<br />

stock being built<br />

• Private rental sector<br />

Included in this category is formal rental<br />

accommodation (lodgings, domestic<br />

quarters, flats and houses) owned by a<br />

variety <strong>of</strong> groups, for example, petty<br />

landlords, pension and insurance<br />

companies and property speculators.<br />

The initiation and delivery <strong>of</strong> the housing<br />

follows a route similar to private sector<br />

provided ownership units (see below)<br />

• State developed ownership units<br />

This category refers to State initiated<br />

projects where the units are developed<br />

for ownership, for example, Mitchell's<br />

Plain. Initially, all activities relating to<br />

the planning, building, allocation and<br />

management <strong>of</strong> this category <strong>of</strong> housing<br />

were handled by the State. Recently,<br />

different forms <strong>of</strong> State and private<br />

sector co-operation have been used to<br />

plan, implement and finance such<br />

housing<br />

• Private sector provided ownership units<br />

The private sector developer is<br />

responsible for undertaking the project<br />

with the attendant risk. Serviced sites<br />

may be sold, where the owner organizes<br />

the construction <strong>of</strong> a house.<br />

Alternatively, developers may sell the<br />

site on a •plot and plan· basis, where<br />

the developer assumes the role <strong>of</strong> a<br />

building contractor with all liabilities.<br />

Another method involves the<br />

construction <strong>of</strong> houses which are sold<br />

voetstoots. All such housing is usually<br />

sold to individual buyers (with or without<br />

some form <strong>of</strong> financial assistance)
