performing work safely and meeting mission and customer expectations while allowing BJC and its<br />

subcontractors to become more efficient through process improvement.<br />

The BJC QA Program is a management system that addresses three major elements: managing work,<br />

performing work (whether self-performed or subcontracted), and assessing the adequacy of work. The<br />

management element encompasses management programs, including organizational structure and<br />

responsibilities, and management processes, including planning, scheduling, and resource considerations.<br />

The management element also includes personnel training and qualifications, continuous improvement,<br />

and documents and records. The performance element includes work processes, design, procurement, and<br />

inspection and acceptance testing. The assessment element includes external assessments, independent<br />

assessments, and management assessments.<br />

The BJC QA Program is based on the Title 10 Code of Federal Regulations (CFR) Part 830.120,<br />

“Quality Assurance Requirements” and is incorporated within the Integrated Safety Management System<br />

(ISMS). The program identifies the consensus standards used in its development and implementation and<br />

describes how the contractor responsible for the nuclear facility will implement the requirements<br />

contained in those documents. Where equivalent elements do not already exist, additional requirements<br />

for radioactive waste packaging are included from 10 CFR 71 Subpart H. <strong>DOE</strong> reviews changes made to<br />

the program annually.<br />

The QA Program requirements are reflected in implementing procedures. Subcontractors must meet<br />

the same elements when developing and following their own QA plan for each scope of work, or when<br />

following the BJC QA Program in executing work scope. Through its BJC Park Worker <strong>Annual</strong> Training<br />

Program, BJC introduces and emphasizes the importance of the QA Program so that it is understood by<br />

BJC and subcontract personnel.<br />

New and revised <strong>DOE</strong> standards (e.g., orders, manuals, technical standards, guides) are screened by<br />

BJC QA Organization staff for applicability to BJC work scope and to recommend an approach for<br />

developing BJC’s position on incorporation into the contract. Applicable standards are routed to<br />

functional managers and subject matter experts. Necessary actions to address new and/or revised federal,<br />
