<strong>Annual</strong> <strong>Site</strong> <strong>Environmental</strong> Report<br />

ETTP discharges to the waters of the state of Tennessee under two individual NPDES permits: NPDES<br />

Permit No. TN0002950 which regulates storm water discharges and NPDES Permit No. TN0074225<br />

which regulates industrial discharges from CNF.<br />

In 2009, compliance with the ETTP NPDES storm water permit was determined by approximately<br />

835 laboratory analyses and field measurements. The NPDES permit compliance rate for all discharge<br />

points for 2009 was nearly 100% with only one measurement exceeding numeric NPDES storm water<br />

permit limits. The noncompliance occurred on January 6, 2009 at storm water outfall 340 where a<br />

measured value of 9.1 Standard Units (SU) exceeded the maximum pH limit of 9.0 SU. No harm to<br />

aquatic species was seen during investigation of the incident. The exceedance did not result in any<br />

discernable ecological impact. Section 3.5 contains detailed information on the activities and programs<br />

carried out at 2009 by ETTP in support of the CWA.<br />

In 2009, compliance with the ETTP NPDES permit for industrial wastewater from CNF was<br />

determined by more than 2000 laboratory analyses and field measurements. The CNF NPDES permit<br />

compliance rate for 2009 was 100% with no occurrences of noncompliances.<br />

3.3.7 Safe Drinking Water Act Compliance Status<br />

ETTP’s water distribution system is designated as a Non-Transient, Non-Community water system by<br />

TDEC’s Division of Water Supply. The Tennessee Regulations for Public Water Systems and Drinking<br />

Water Quality, Chap. 1200-5-1, sets limits for biological contaminants and for chemical activities and<br />

chemical contaminants. TDEC requires sampling for the following constituents for compliance with state<br />

and federal regulations:<br />

• chlorine residual levels,<br />

• bacteriological (total coliform),<br />

• lead and copper, and<br />

• disinfectant by-products (trihalomethanes and haloacetic acids).<br />

The city of <strong>Oak</strong> <strong>Ridge</strong> supplies potable water to the ETTP water distribution system and meets all<br />

regulatory requirements for drinking water. The water treatment plant, located on the ORR, southwest of<br />

the ETTP, is owned and operated by the city of <strong>Oak</strong> <strong>Ridge</strong>.<br />

In 2009, sampling results for ETTP‘s water system chlorine residual levels, bacterial constituents,<br />

disinfectant by-products, lead and copper were all within acceptable limits.<br />

3.3.8 Resource Conservation and Recovery Act Compliance Status<br />

ETTP is regulated as a large-quantity generator of hazardous waste because the facility generates<br />

more than 1,000 kg of hazardous waste per month. This amount includes hazardous waste that is<br />

generated under permitted activities (including repackaging or treatment residuals). At the end of 2009,<br />

ETTP had approximately nine generator accumulation areas for hazardous or mixed waste.<br />

ETTP is also regulated as a handler of universal waste (e.g., fluorescent lamps, batteries, and other<br />

items regulated under 40 CFR 273). Mercury-containing equipment at ETTP is managed as universal<br />

waste.<br />

Additionally, some batteries are managed according to 40 CFR Part 266.80. This applies to the<br />

management of spent lead-acid batteries that are being reclaimed.<br />

ETTP is registered as a large-quantity generator under EPA ID No. TN 0890090004 and is permitted<br />

to transport hazardous wastes and to operate RCRA-permitted hazardous waste treatment and storage<br />

units. During 2009, 20 units operated as permitted units.<br />

ETTP’s RCRA storage and treatment facilities (or units) operate under three permits: TNHW-117,<br />

TNHW-133, and TNHW-015. The permits are modified when necessary. One permit modification was<br />

approved by TDEC in 2009.<br />
