<strong>Annual</strong> <strong>Site</strong> <strong>Environmental</strong> Report<br />

The BJC corporate policy emphasizes the company’s core values by promoting their commitment to<br />

an ISMS. The objective of the ISMS is to systematically integrate ES&H, pollution prevention, waste<br />

minimization, and quality assurance (QA) into management and work practices at all levels so that<br />

workers, the public, and the environment are protected while the missions are accomplished, in addition<br />

to obtaining feedback for continuous improvement.<br />

The <strong>Environmental</strong> Compliance and Protection (EC&P) Oversight Program is an integral part of the<br />

BJC EMS mandated by Presidential Executive Order 13423, “Strengthening Federal, <strong>Environmental</strong>,<br />

Energy, and Transportation Management,” and its implementing document, <strong>DOE</strong> Order 450.1A,<br />

<strong>Environmental</strong> Protection Program. The <strong>DOE</strong> order requires that each <strong>DOE</strong> operation have an EMS to be<br />

implemented as part of its ISMS, which was established at <strong>DOE</strong> sites pursuant to <strong>DOE</strong> P 450.4, Safety<br />

Management System Policy. BJC uses its ISMS to implement the EMS, including EC&P considerations,<br />

into the line ES&H Oversight Program at <strong>DOE</strong> sites managed by BJC. <strong>DOE</strong> Order 450.1A also requires<br />

implementation and development of P2 and sustainable environmental stewardship goals.<br />

3.2.4 <strong>Environmental</strong> Performance Objectives and Targets<br />

BJC conserves and protects environmental resources by incorporating environmental protection and<br />

the elements of an enabling EMS into the daily conduct of business; fostering a spirit of cooperation with<br />

federal, state, and local regulatory agencies; and using appropriate waste management, treatment, storage,<br />

and disposal methods. The environmental performance objectives are to achieve zero unpermitted<br />

discharges to the environment; comply with all conditions of environmental permits, laws, regulations,<br />

and <strong>DOE</strong> orders; integrate EMS and environmental considerations as part of the ISMS; and, to the extent<br />

practicable, reduce waste generation, prevent pollution, maximize recycle and reuse potential, and<br />

encourage environmentally preferable procurement of materials with recycled and biobased content.<br />

BJC has established a set of core EMS objectives which remain relevantly unchanged from year-toyear<br />

and are included in the Integrated Safety Management System Description, BJC-GM-1400. These<br />

objectives are generally applicable to all operations and activities throughout BJC’s work scope. The core<br />

environmental objectives are based on complying with applicable legal requirements and sustainable<br />

environmental practices contained in <strong>DOE</strong> Order 450.1A and include the following:<br />

• Comply with all environmental regulations, permits and regulatory agreements;<br />

• Encourage the reduction or elimination of the generation and/or toxicity of waste and other pollutants<br />

at the source through pollution prevention to reduce waste generation, prevent pollution, and<br />

maximize recycle and reuse potential;<br />

• Encourage the reduction or elimination of the acquisition, use, and release of toxic, hazardous, and<br />

radioactive materials through acquisition of environmentally preferable products and conduct of<br />

operations;<br />

• Reduce degradation and depletion of environmental resources through post–consumer material<br />

recycling and energy, fuel, and water conservation efforts; and<br />

• Reduce or eliminate the environmental impact of electronics assets.<br />

In addition to the core objectives listed above, BJC establishes company-level “ad-hoc” objectives<br />

and targets each year which are established based on changing priorities, changing legal requirements and<br />

other areas of emphasis. The complete list of core and “ad-hoc” environmental objectives and targets are<br />

distributed by the BJC President annually for the upcoming calendar year. The list also includes<br />

designation of responsibility and timeframes by which actions are to be taken to facilitate achievement of<br />

the objectives and targets. The status of objectives and targets are periodically reviewed throughout the<br />

year at EC&P Leads meetings and Management Reviews.<br />

Project-specific EMS objectives and targets are developed annually near the beginning of each<br />

calendar year and are based on company level objectives and targets taking into consideration significant<br />

environmental aspects and legal requirements of their project operations. The status of the environmental<br />
