treatment technologies and disposal facilities (federal or commercial) that are able to manage mixed waste<br />

produced at federal facilities and to develop a schedule for treating and disposing of the waste streams.<br />

The ORR <strong>Site</strong> Treatment Plan (TDEC 2008) is updated annually and submitted to TDEC for review.<br />

The updated plan documents the current mixed-waste inventory and describes efforts undertaken<br />

to seek new commercial treatment and disposal outlets for various waste streams. NNSA has developed a<br />

disposition schedule for the mixed waste in storage and will continue to maintain and update the plan as a<br />

reporting mechanism, as progress is made. Y-12 is reducing inventory of legacy mixed waste as part of<br />

the plan (see Fig. 4.16).<br />

The quantity of hazardous and mixed wastes generated by Y-12 increased in 2009 (Fig. 4.17). The<br />

increase was attributed to the treatment of more than 6,000,000 kg of additional contaminated<br />

groundwater. This directly correlates to 43 cm (17 in.) more rainfall in 2009 than in 2008. Waste resulting<br />

from repackaging and disposal of legacy mixed waste also increased. Legacy mixed wastes are being<br />

repackaged and disposed of in accordance with milestones in the ORR <strong>Site</strong> Treatment Plan. Progress on<br />

disposition of legacy mixed wastes exceeded established milestones for FY 2009. Ninety-seven percent of<br />

the total hazardous and mixed waste generated in 2009 was generated as contaminated leachate from<br />
