Report and Discussion<br />

Background:<br />

At its August 23, 2011 meeting, the Board approved the revised process for Advisory Committee<br />

appointments by having a General Business item prepared for full Board appointments.<br />

Analysis:<br />

Affordable Housing Advisory Committee (AHAC)<br />

The membership of the AHAC is comprised of 11 members who serve four year terms that<br />

ended September 30, 2012. The goal of AHAC is to identify incentives that are pertinent to<br />

affordable housing and serve as an information resource to help improve affordable housing<br />

feasibility. All members are appointed by the full Board (Attachment #1). There are currently<br />

four positions vacant.<br />

The specific criteria for the four vacancies are:<br />

A member who represents employers within the jurisdiction<br />

Citizen who is actively engaged in the banking or mortgage banking industry<br />

A member who is actively engaged as an advocate for low-income persons in connection<br />

with affordable housing<br />

Citizen who is actively engaged as a for-profit provider of affordable housing<br />

An application has been received from Keishann Corley, who would meet the criteria for a<br />

member who is actively engaged as an advocate for low-income persons in connection with<br />

affordable housing (Attachment #2).<br />

The full Board has one appointment.<br />

Enterprise Zone Development Agency<br />

The EZDA has 11 members, serving four-year terms, with the full Board having eight<br />

appointments, by designated positions/categories. The primary responsibility of the EZDA is to<br />

assist in the development and oversight of the Enterprise Zone strategic plan; and, identify and<br />

recommend ways to remove regulatory barriers placed on businesses to the County and City<br />

Commissions (Attachment # 3). One of the members of the EZDA consists of a representative<br />

from a local finance or insurance entity, which currently has a vacancy. An application was<br />

received from Mr. Sherwood Brown (Attachment #4), and, subsequently, a letter of<br />

recommendation was submitted from Sue Dick, President, Economic Development Council of<br />

Tallahassee/Leon County, Inc. (Attachment #5). The Leon County Code of Laws requires that<br />

the members of the EZDA be appointed by the Board by resolution (Attachment #6).<br />

Full Board has one appointment of a representative of a local finance or insurance entity.<br />

Value Adjustment Board<br />

The Value Adjustment Board (VAB) settles disputes between taxpayers and the Property<br />

Appraiser. If the property owner feels the property’s assessment, classification or exemption is<br />

incorrect, a petition can be filed with the VAB. The VAB consists of two County Commissioners,<br />

a School Board member, and two citizens (one appointed by the County Commission and one<br />

appointed by the School Board). Members serve one-year terms, expiring on February 28, with<br />

the full Board making appointments (Attachment #7). Currently, a citizen needs to be appointed<br />

by the Board to fill a vacancy. Applications have been received by Pamela Kiser-Burch<br />

(Attachment #8) and Greg Cowan (Attachment #9).<br />

Full Board has one citizen appointment.<br />
