PCM130105 DISC Village<br />

The intent of the land use change and PUD is to convert over time the existing DISC Village into<br />

an independent and assisted living retirement community.<br />

B. REASONS FOR RECOMMENDATION FOR APPROVAL:<br />

1. The existing DISC Village is a legal non-conforming use under its current Rural land use<br />

category. Eliminating this non-conformity will allow for further investment in the<br />

property and provide some flexibility for future use of the property.<br />

2. The subject property, when combined with an adjacent parcel that would be incorporated<br />

into the PUD as proposed by the applicant, is within one and 1/3 mile of the area of<br />

Woodville that is built up with commercial land uses, and is designated as a growth node<br />

in the Regional Mobility Plan.<br />

3. The applicant has applied for a PUD that would be limited to estimated maximum of 416<br />

residential dwelling units within the combined 199.4 acres under common ownership as<br />

the DISC Village, as well as incorporate other requirements of Policy 4.2.5 of the<br />

Conservation Element. These requirements include, as applied to this proposed land use<br />

amendment and accompanying PUD, new development to connect to sewer facilities<br />

designed to achieve Advanced Wastewater Treatment standards; the use of Low Impact<br />

Development planning and practices, particularly as they apply to stormwater<br />

management; and no net increase in dwelling units within the Primary Springs Protection<br />

Zone (in which the subject property is located).<br />

4. As part of the development of a PUD, the applicant will be required to specifically<br />

identify allowable land uses and their densities and intensities, and all specific impacts<br />

from this proposed development, the phasing of development and any required<br />

infrastructure or other mitigation, including transportation impacts, and any needed<br />

improvements or other options for wastewater treatment and disposal consistent with<br />

Policy 4.2.5.<br />

C. APPLICANT’S REASON FOR THE AMENDMENT:<br />

The applicant has stated that their purpose for requesting this land use change is to make the land<br />

use designation conform to the existing use of the property as the non-profit DISC Village.<br />

Another reason is to allow more flexibility for the reuse and redevelopment of the Village and a<br />

101.4 acre parcel immediately west of the subject property (this adjacent property is currently<br />

within the Woodville Rural Community). The applicant is proposing the conversion of a portion<br />

of the existing facilities into a residential and nursing home facility for senior citizens with a mix<br />

of independent and assisted living facilities, including nursing services and extended congregate<br />

care facilities.<br />

D. STAFF ANALYSIS<br />

DISC Village is a non-profit community-based agency that has been in operation for nearly 40<br />

years. It is one of the largest and most comprehensive prevention, intervention and treatment<br />

agencies in Florida. DISC Village provides delinquency and substance abuse prevention/<br />

intervention programs in Leon County and North Florida.<br />
