Pre 1990: C-4 Zoning (Automotive Commercial) consistent with Comprehensive<br />

Plan.<br />

July 1990: New Comprehensive Plan adopted and FLUM became Residential<br />

Preservation with C-4 Zoning.<br />

March 1992: City wide rezoning to implement the Comprehensive Plan, zoning on site<br />

changed to RP-2 (Residential Preservation-2). The zoning has remained<br />

unchanged since 1992.<br />

Ownership History<br />

March 1997: Mr. Cassedy purchased parcel 1130570000120 (existing hair salon<br />

building).<br />

April 1997: Mr. Cassedy purchased parcels 1130570000130 and 1130570000220<br />

(parking lot and Grape Street access).<br />

July 2004: Mr. Cassedy purchased parcel 1130570000140 (southern forested<br />

triangle).<br />

2007-1 Proposed Comprehensive Plan Amendment History<br />

July 2006: Allied Veterinarian Services applied for a Comprehensive Plan<br />

amendment to parcel 1130570000110 (corner of 9th and Thomasville).<br />

August 2006: Staff recommended changing the Future Land Use Map designation of the<br />

Allied Veterinarian Services parcel and three parcels owned by Mr.<br />

Cassedy from Residential Preservation to Suburban with Office<br />

Residential 1 (OR-1) zoning.<br />

October 2006: Local Planning Agency (LPA) voted 2-2 to deny this amendment. LPA<br />

members stated the amendment was denied due to the overall need for<br />

residential vs. commercial in the area and to promote the success of the<br />

area as a stable and affordable neighborhood that requires protection by<br />

the Comprehensive Plan provisions for neighborhood protection.<br />

February 1, 2007: City Commission transmitted a compromise plan between Allied<br />

Veterinarian Services and the Mid-Town Neighborhood Association to<br />

change the parcel just north of the parcels owned by Mr. Cassedy to<br />

Neighborhood Boundary. The Neighborhood Association and Mr.<br />

Cassedy did not agree to a mutually acceptable Future Land Use<br />

designation and zoning category for his three parcels. The motion passed<br />

at this meeting is included below<br />

“On behalf of the City, City Commissioner Lightsey moved to act only on<br />

the applicant’s property and try to work with the compromise and prohibit<br />

the interconnection, recognizing the obligation to move forward to study<br />
