A. SUMMARY:<br />

This is a request to amend to the Future Right-of-Way Needs Map in the Mobility Element of the<br />

Comprehensive Plan (Attachment #1). As required by objectives and policies contained within<br />

the Mobility Element of the Comprehensive Plan, the Future Right-of-Way Needs Map should<br />

be reviewed and amended regularly to ensure consistency with locally planned transportation<br />

improvements and future growth. The Future Right-of-Way Needs Map was amended in 2011 to<br />

ensure consistency between the Future Right-of-Way Needs Map, the Year 2035 Long Range<br />

Transportation Plan, and planned local projects.<br />

At this time, the only change requested is the addition of the Paul Russell Road extension to the<br />

adopted map. The Paul Russell Road extension was included on the Future Right-of-Way Needs<br />

Map prior to the 2011-01 Comprehensive Plan amendment cycle. The proposed Paul Russell<br />

Road extension traverses and bisects the English property, and this roadway was removed until<br />

such time as the English property was ready for development. In the interim, owners of the<br />

English property have moved forward with developing the property and as such, Planning<br />

Department staff requests the Paul Russell Road extension be added back to the Future Right-of-<br />

Way Needs Map.<br />

B. REASONS FOR RECOMMENDATION FOR APPROVAL:<br />

1. The proposed amendment will meet the requirements specified by Objective 1.6 of the<br />

Mobility Element: Identify right-of-way needed for planned future transportation<br />

improvements and protect it from building encroachment as development occurs to<br />

preserve the corridor for transportation use, to maintain transportation level of service for<br />

concurrency, to improve coordination between land use and transportation, and to<br />

minimize the adverse social, economic, and environmental impacts of transportation<br />

facilities on the community.<br />

2. The proposed amendment will meet requirements of Mobility Element Policy 1.6.5: The<br />

Future Right-of-Way Needs Map shall be reviewed, and updated if necessary, every five<br />

years concurrent with the Long Range Transportation Plan update, or more frequently as<br />

necessary to address the growth and mobility needs of the local government.<br />
