2. The subject parcels are located in the Mobility District, which promotes the use of<br />

alternative transportation. Approval of this amendment would further the goals of the<br />

Mobility District and the transportation strategies of the West Pensacola Sector Plan by<br />

promoting mixed use development and higher densities and intensities, a prerequisite for<br />

successful implementation of mass transit and other alternative modes of transportation.<br />

3. The subject parcels are within what could be a future urban node providing limited scale<br />

commercial/retail uses for nearby residents. Such nodes can be characterized by a mix of<br />

higher intensity services and uses, more dense housing choices, easy access to mass<br />

transit, and increased walkability made possible by an interconnected sidewalk system.<br />

4. The proposed amendment is not anticipated to have adverse effects on public facilities.<br />

C. APPLICANT’S REASON FOR THE AMENDMENT:<br />

D. STAFF ANALYSIS:<br />

The proposed amendment consists of 4 parcels totaling 16.42 acres. Two of the parcels are<br />

developed with apartment complexes, one with a thrift store (formerly the Winn-Dixie site),<br />

and the fourth parcel is a vacant site (formerly a daycare center/classroom portable site).<br />

Land uses in the vicinity of the amendment include single family residences, multi-family<br />

dwelling units, and the School for Arts & Innovative Learning (SAIL) High School.<br />

In determining whether the subject site should remain in the Urban Residential - 2 land use<br />

category or be changed to the University Transition category several issues should be<br />

considered, including: 1) the intent of each of the land use categories as they relate to the<br />

subject site and surrounding area; 2) the effects the proposed change could have on the<br />

character of the area; 3) an evaluation of the applicant’s reason for the amendment in context<br />

of the Comprehensive Plan; and 4) the availability of infrastructure.<br />

1. Review of the Site Relative to the Intent of the Future Land Use Categories<br />

Land Use Policy 2.2.24 establishes the Urban Residential- 2 land use category. The primary<br />

intent of the category is to promote a wide range of housing types and densities (4-20<br />

dwelling units per acre) to encourage urban infill development and the efficient use of<br />

infrastructure. This category may also serve as a transition between low density residential<br />

land use categories and more intense development. Office, retail and commercial uses are<br />

not permitted in this category.<br />

Land Use Policy 2.2.17 establishes the University Transition land use category. This<br />

category is intended to be a compact land use category that provides higher density<br />

residential opportunities (50 dwellings units per acre) near the campuses, serving both to<br />

provide opportunities for student housing near the universities and to protect existing<br />
