5. Optional Sustainable Development Survey<br />

The amendment application forms include an optional sustainable development<br />

survey that allowed the applicant to provide information about the proximity of<br />

services to the site under review. The form was completed by the applicant.<br />

The subject properties are not vested or exempt.<br />

G. CONCLUSION:<br />

Based on the above data and analysis, staff concludes the following:<br />

1. The proposed amendment would further a number of strategies and recommendations<br />

from the West Pensacola Sector Plan for the Jackson Bluff Road area. All four<br />

parcels in this amendment front on Jackson Bluff Road. The Sector Plan<br />

recommended that Jackson Bluff remain a walkable/pedestrian friendly road with a<br />

mixture of housing types and uses and that higher intensities be allowed for existing<br />

retail and multi-family areas. The Plan also recommended that if additional<br />

development was approved it should be compatible with existing single-family<br />

housing and utilize urban design techniques.<br />

2. The subject parcels are located in the Mobility District, which promotes the use of<br />

alternative transportation. Approval of this amendment would further the goal of the<br />

Mobility District and the transportation strategies of the West Pensacola Sector Plan<br />

by promoting mixed use development and higher densities and intensities, a<br />

prerequisite for successful implementation of mass transit and other alternative modes<br />

of transportation.<br />

3. The subject parcels are within what could be a future urban node providing limited<br />

scale commercial/retail uses for nearby residents. Such nodes can be characterized by<br />

a mix of higher intensity services and uses, more dense housing choices, easy access<br />

to mass transit, and increased walkability made possible by an interconnected<br />

sidewalk system.<br />

4. The proposed amendment is not anticipated to have adverse effects on public<br />

facilities.<br />

Thus, based on the data, analysis, and conclusions, staff is recommending approval of<br />

this amendment.<br />
