Applicability of the Existing Residential Preservation Category<br />

The primary function of the Residential Preservation category is to protect existing stable and<br />

viable residential areas from incompatible land use intensities and density intrusions. Criteria<br />

measuring the stability and viability of residential areas include:<br />

Degree of existing land uses that are residential.<br />

Locality of automotive traffic.<br />

Predominance of residential uses fronting on local streets.<br />

Relatively safe internal mobility.<br />

Densities generally of six units per acre or less.<br />

Presence of sidewalks.<br />

Existing residential type and density exhibiting relatively homogeneous patterns.<br />

Degree of home ownership.<br />

Existence of neighborhood organizations.<br />

Degree of owner-occupied residential units.<br />

Little or no history of rezoning.<br />

A previous study of this area by Planning staff to evaluate the viability and stability of<br />

residential uses found that the residential area meets a majority of the evaluative criteria,<br />

whereas the subject properties meet approximately half of the criteria for inclusion in<br />

Residential Preservation.<br />

Traffic Issues in the Surrounding Area<br />

Several transportation issues are associated with the subject site. A significant volume of<br />

traffic passes by the subject parcels on Thomasville Road, and there have been several<br />

speeding and cut-through issues in the residential area east of the subject parcels. City Public<br />

Works staff have begun discussions of potential options for addressing traffic engineering<br />

issues in this part of Mid-town, including the area where traffic on Gadsden Street going<br />

north merges onto Thomasville Road just north of 9 th Avenue. However, at this time, there<br />

are no firm plans that have been established, and no funding is currently designated for any<br />

related capital improvements in this area.<br />

Staff recommends that local government move forward first with a decision regarding the<br />

appropriate Future Land Use designation in order to appropriately address existing<br />

transportation design issues.<br />

Local Planning Agency Review<br />

The Local Planning Agency (LPA) reviewed this proposed amendment at its workshop on<br />

January 17, 2013. LPA members asked about the safety issues associated with access to the<br />

subject properties from Thomasville Road, including both southbound and northbound.<br />

Staff’s response was that Thomasville Road is under the responsibility of the Florida<br />

Department of Transportation (FDOT), and that the City’s Public Works Department is<br />

continuing to coordinate with FDOT to address these and other safety and access issues along<br />

this roadway.<br />
