(1) Promote more efficient and economic uses of land.<br />

(2) Provide flexibility to meet changing needs, technologies, economics, and<br />

consumer preferences.<br />

(3) Encourage uses of land which reduce transportation needs and which conserve<br />

energy and natural resources to the maximum extent possible.<br />

(4) Preserve to the greatest extent possible, and utilize in a harmonious fashion,<br />

existing landscape features and amenities.<br />

(5) Provide for more usable and suitably located recreational facilities, open spaces<br />

and scenic areas, either commonly owned or publicly owned, than would<br />

otherwise be provided under a conventional zoning district.<br />

(6) Lower development and building costs by permitting smaller networks of utilities<br />

and streets and the use of more economical building types and shared facilities.<br />

(7) Permit the combining and coordinating of land uses, building types, and building<br />

relationships within a planned development, which otherwise would not be<br />

provided under a conventional zoning district.<br />

E. ENVIRONMENTAL FEATURES & IMPACT ON INFRASTRUCTURE:<br />

1. Environmental Features<br />

The subject parcels are located within the Woodville Recharge drainage basin and the<br />

Primary Springs Protection Zone as mapped in the City and County Code. Approximately<br />

half of the subject area is forested, but it has been clear-cut in the past.<br />

County environmentally sensitive area maps indicated the presence of several potential karst<br />

features on the southern half of the subject area, which is presently primarily undeveloped,<br />

but does include the 0.8 acre wastewater spray field for the existing facility. This karst<br />

potential is based on digital elevation modeling, and review by a licensed geologist is<br />

appropriate prior to any development in these areas. There are no other known<br />

environmentally sensitive features in the subject area.<br />

2. Water/Sewer<br />

The subject property is outside of the established Urban Services Area. However, according<br />

to the City of Tallahassee, adequate water service is available for the proposed land use and<br />

zoning categories.<br />

DISC Village currently has an active permit issued by the Florida Department of<br />

Environmental Protection for an existing activated sludge wastewater treatment facility<br />

(WWTF) with reclaimed water reuse sent to a rapid rate land application system (sprayfield).<br />

The permit is for a 0.030 million gallon per day (MGD) annual average daily flow. The<br />

residual materials are transported to the City of Tallahassee’s T.P. Smith WWTF for<br />

disposal.<br />

3. Other<br />

Roads<br />

Natural Bridge Road is a major collector. The applicant has provided a preliminary traffic<br />

impact analysis as part of the land use amendment application. This analysis acknowledges<br />

that, based on the maximum development potential allowed by the requested land use<br />
