potential trips this proposed development would create. Other similar concerns were expressed to<br />

the Planning Department through several letters and telephone calls.<br />

The applicant stated in their preliminary traffic impact analysis that the proposed use of the<br />

property as a senior assisted living facility and nursing home would not generate the number of<br />

trips estimated by standard professional manuals for a development of this kind, and that the<br />

number of trips would be substantially lower than initially calculated. No other materials were<br />

provided in the application to substantiate this claim.<br />

Based on public concerns, the lack of specificity as to exactly what is proposed, where it would<br />

be located, and the timing of its development, as well as the lack of sidewalks and traffic lights in<br />

the Woodville area, it is recommended that the applicant conduct a more formal traffic study as<br />

part of the requested PUD as a condition of the applicant receiving the requested land use<br />

change. The Concurrency Management Section of DSEM further recommends that the proposed<br />

traffic study be consistent with the Leon County Concurrency Management Policies and<br />

Procedures Manual, 2006, or as may be amended from time to time.<br />

Allowable Residential Density<br />

At present, the total number of allowable dwelling units within the subject property is 11. If the<br />

proposed land use amendment is approved, the current number of allowed dwelling units in the<br />

subject property would increase from 11 to 390. The number of allowed dwelling units in the<br />

two adjacent parcels in the Woodville Rural Community area that will be incorporated into the<br />

PUD is 379.<br />

The total of currently allowed dwelling units for the five parcels together is 390. If the proposed<br />

land use amendment is approved and these parcels are incorporated into the proposed PUD, the<br />

total number of allowed dwelling units for the five parcels together would be 769.<br />

Policy 4.2.5 of the Conservation Element prohibits any net increase in dwelling units in the<br />

PSPZ as allowed by the Future Land Use Map on April 10, 2009. Parcels for which an increase<br />

in allowable dwelling units is requested (from a land use or zoning change) must transfer an<br />

existing equivalent number of development rights from another area within the PSPZ so that no<br />

net increase in allowable residential units can occur.<br />

If the land use amendment is approved, the number of allowed dwelling units in the five parcels<br />

would result in a net increase in the number of legally allowed dwelling units within the PSPZ by<br />

379 units. In order for this to occur, the development rights for the estimated 416 residential<br />

dwelling units would have to be transferred from other areas in the PSPZ to be consistent with<br />

Policy 4.2.5. In order to avoid doing this, the applicant has proposed a PUD that would cap the<br />

allowable number of dwelling units to that currently allowed (an estimated 416 residential<br />

dwelling units). The table below indicates the acreage, units per acre, and total estimated<br />

residential units for this area.<br />
