CRTPA Board selected Scenario #3, termed “Quality Growth Plus.” This scenario is intended to<br />

promote infill development, optimize current transportation infrastructure, and focus growth in<br />

concentrated areas.<br />

Implementation of this scenario is intended to lead to a regional urban structure that consists of a<br />

primary core (the Tallahassee multi-modal transportation district) and a series of outlying nodes<br />

that represent smaller urban centers in Gadsden, Jefferson, Leon, and Wakulla counties. The<br />

Woodville Rural Community is one of these nodes.<br />

The nodes are intended, among other objectives, to foster access to goods and services, provide<br />

interconnectivity, including regional connectivity to employment, education, and activity centers,<br />

and to utilize multiple modes of transportation.<br />

H. CONCLUSION:<br />

Based upon the above data and analysis, Planning Department staff concludes the following:<br />

1. The existing DISC Village is a legal non-conforming use under its current Rural land use<br />

category. Eliminating this non-conformity will allow for further investment in the<br />

property and provide some flexibility for future use of the property.<br />

2. The subject property, when combined with an adjacent parcel that would be incorporated<br />

into the PUD as proposed by the applicant, is within one and 1/3 mile of the area of<br />

Woodville that is built up with commercial land uses, and is designated as a growth node<br />

in the Regional Mobility Plan.<br />

3. The applicant has applied for a PUD that would be limited to an estimated 416 residential<br />

dwelling units within the combined 199.4 acres under common ownership as the DISC<br />

Village, as well as incorporate other requirements of Policy 4.2.5 of the Conservation<br />

Element. These requirements include, as applied to this proposed land use amendment<br />

and accompanying PUD, new development to connect to sewer facilities designed to<br />

achieve Advanced Wastewater Treatment standards; the use of Low Impact Development<br />

planning and practices, particularly as they apply to stormwater management; and no net<br />

increase in dwelling units within the Primary Springs Protection Zone (in which the<br />

subject property is located).<br />

4. As part of the development of a PUD, the applicant will be required to specifically<br />

identify allowable land uses and their densities and intensities, and all specific impacts<br />

from this proposed development, the phasing of development and any required<br />

infrastructure or other mitigation, including transportation impacts, and any needed<br />

improvements or other options for wastewater treatment and disposal consistent with<br />

Policy 4.2.5.<br />
