to the Future Right-of-Way Needs Map<br />

H. CONCLUSIONS:<br />

Based on the above data and analysis, Planning Department staff recommends approval of the<br />

amendment request for the following reasons:<br />

1. The proposed amendment will meet the requirements specified by Objective 1.6 of the<br />

Mobility Element: Identify right-of-way needed for planned future transportation<br />

improvements and protect it from building encroachment as development occurs to<br />

preserve the corridor for transportation use, to maintain transportation level of service for<br />

concurrency, to improve coordination between land use and transportation, and to<br />

minimize the adverse social, economic, and environmental impacts of transportation<br />

facilities on the community.<br />

2. The proposed amendment will meet requirements of Mobility Element Policy 1.6.5: The<br />

Future Right-of-Way Needs Map shall be reviewed, and updated if necessary, every five<br />

years concurrent with the Long Range Transportation Plan update, or more frequently as<br />

necessary to address the growth and mobility needs of the local government.<br />

3. The proposed amendment will be consistent with the existing City of Tallahassee<br />

“Transportation Right-of-Way Preservation Ordinance.” This ordinance applies to land<br />

within or abutting future transportation corridors designated on/in the Future Right-of-<br />

Way Needs Map, the 2035 Long Range Transportation Plan and/or the Tallahassee-Leon<br />

County Comprehensive Plan.<br />

4. The proposed amendment will protect future planned transportation corridors from<br />

encroachment by structures, parking areas, or drainage facilities, which has the potential<br />

to significantly reduce future acquisition costs.<br />

5. The proposed amendment will assist the City and County in meeting and maintaining<br />

established level of service standards, accommodating planned future growth, and will<br />

help assure the continued development of a safe, efficient and sustainable transportation<br />

system for the citizens of Tallahassee and Leon County.<br />
