2.0 Project Description
This section describes the origin of the Project and approved land uses for the site, the Project
objectives, the Project location, construction and operation of the Project, and required approvals.
2.1 Background and Project Origin
Fountaingrove Ranch is a 1,970-acre area in the North Santa Rosa Planning Area, within the City of
Santa Rosa in Sonoma County, California. A development plan for Fountaingrove Ranch was first
proposed in 1972, and the FRPCD Policy Statement (with its accompanying “Fountaingrove Ranch
Amended Planned Community Map—Land Use and Circulation Plan”) were adopted in 1981 and
subsequently amended in 1992. The Policy Statement identified, among other things, basic
development objectives and land uses (City of Santa Rosa, 1992).
The Project site is defined as two three lots designated in the Development Concept Plan as Cluster
Residential land use. The intent of this land use is to create and enhance areas for a range of
attached and detached single-family and multiple-family dwelling types; it permits apartments,
group dwellings, and health care facilities, among other uses. With the overlain Housing Bonus
Area in the Development Concept Plan, the allowed residential density on the Project site is 15
dwelling units per acre (City of Santa Rosa, 1992).
Santa Rosa City Code Chapter 21-05.040 (I)(8) defines a community care facility as “any facility,
place or building which is maintained and operated to provide non-medical residential care, day
care, and/or home-finding services for children, adults, or children and adults” (City of Santa
Rosa, 2007).
Several parts of the Santa Rosa 2020: General Plan call for projects and services to support the needs
of seniors in Santa Rosa (City of Santa Rosa, 2002). These include:
• Policy H-D-14: “Provide incentives for development of housing for the elderly, particularly for
those in need of assisted and skilled nursing care. Incentives may include density bonus,
reduced parking requirements, or deferred development fees.”
• Goal YF-E: “Establish and continue to pursue programs, mechanisms, and liaison activities
which will increase the provision of modern senior citizen services in the community, in
accordance with local and State codes.”
• Policy YF-E-1: “Continue to develop, manage, and expand the City’s senior services and
programs as an important social service within the community.”
• Policy YF-E-2: “Continually monitor and analyze the overall needs of the City’s senior citizen
population, in order to investigate and implement new and additional programs and activities
and meet the needs of this segment of the community in an aggressive and effective manner.”
