2.0 LIST OF COMMENTERS AND RESPONSE TO COMMENTS Response to Comment Letter from Elizabeth Anderson and Thomas Toth, MD Note: Response numbers correspond to comment numbers labeled in the margin of the letter. 1) Potential impacts related to the scale of the Project are addressed in Section 3.1, Aesthetics and Visual Resources, and Section 3.9, Land Use and Planning, in the Draft EIR. Compatibility with surrounding land uses is further discussed in Master Response Land Use Compatibility of this Final EIR. Potential impacts of the Project on loss of trees/wildlife, noise, and traffic are described, respectively, in Sections 3.4, 3.10, and 3.13 of the Draft EIR. Impacts to the surrounding areas will be less than significant with the implementation of mitigation measures. 2) The Project is an allowed land use on the site and is consistent with applicable land use regulations, as described in Section 3.9 of the Draft EIR and in Master Response Land Use Compatibility of this Final EIR document. No significant land use impacts will occur as a result of the Project. The parcels around Round Barn Drive are potentially large enough to fit the Project but are currently owned by private parties. As discussed in Section 5.5 in the Draft EIR, other locations for the Project were evaluated; no alternative locations were identified that could meet the Project objectives. 3) Potential impacts of the Project on views are described in Section 3.1 of the Draft EIR and in Master Response Visual Resources of this Final EIR document. Potential impacts of the Project on land use are described in Section 3.9 of the Draft EIR and in Master Response Land Use Compatibility of this Final EIR document. As noted in Master Response Visual Resources, the visual simulations were done correctly and present an accurate depiction of the Project. As noted in Master Response Land Use Compatibility, the Project is an allowed land use on the site and is consistent with applicable land use regulations. Impacts to land use and views will be less than significant with the implementation of mitigation measures. 4) The Project site is unrelated to previous developments that have been implemented on ridgetops in the City. Mitigation required for completed development projects on ridgetops in the City will have been previously implemented and no further mitigation for those projects would be required. A Fountaingrove Lodge Project substantially reduced in size and scope would not meet the Project objectives.
