ES082008001BAO_Fountaingrove_publicComments_v3.indd_090408_lho JANSSEN – 1 JANSSEN – 2 July 17, 2008 To: Joel Galbraith, Supervising Planner Department of Community Development City of Santa Rosa, California From: Kyra Janssen, homeowner 4406 Ballybunion Lane Santa Rosa, CA, 95403 RE: Draft EIR for Fountaingrove Lodge (Aegis Senior Living Continuing Care Retirement Community I am writing this letter in anticipation of the Public Hearing before the Planning Commission on July 24 regarding the Draft EIR for the Fountaingrove Lodge project. This proposed project is slated to be built across the street from my residence, with views of its massive 3-story Main Building, as well as of the 36-bed Assisted Living/Alzheimer’s Care Unit and of the main entry driveway to the Project visible from several perspectives in and around my home. In 2006 I was an active member of the group that participated in the Scoping Meeting with CH2MHill to put forth issues to be analyzed in the Environmental Impact Report, and contributed to the follow-up document sent under the auspices of the Fountaingrove Ranch Master Association (dated 12/27/06, final version). Now, since June 13 it was published, I have been studying the two Volumes of the Draft EIR (a formidable document!) in search of substantive responses to our concerns. I have found it to be adequate and responsive to our issues in certain respects, but not in others. It is a given that there are limitations inherent in any EIR because they are bound by legalistic requirements expressed in bureaucratic language, e.g., 14 CEQA-mandated areas with specifications as to what must be (or cannot be) looked at, rigid criteria for rating the “Significance” of an identified Impact, and the use of generalized, “pre-packaged” proposed Mitigation Measures). These attributes are useful to assure objectivity and consistency among EIRs. However, the unique characteristics and conditions under which a specific Project is being proposed, become obscured. But, even within the limitations of a generic EIR, there are certain areas of this Fountaingrove Lodge DEIR that have been inadequately addressed in my opinion. At the Public Hearing on July 24 th I intend to present some of my specific ideas concerning those aspects of this EIR that I feel have not been adequately addressed. I will be speaking not only as a homeowner who will be directly affected by whatever happens on this piece of property, but also as a citizen who feels that adherence to a planning process that assures transparency and accountability is vital to good governance in our city. cc: Scott Bartley, Chair, Planning Commission Nick Caston Patti Cisco, Vice Chair Vicki Duggan Tom Karsten David Poulsen John Walsh
