2.0 LIST OF COMMENTERS AND RESPONSE TO COMMENTS
Project construction-related traffic would have a less than significant impact on the
critical commute traffic periods.
7) As described in Section 3.4 of the Draft EIR, impacts to oaks and wildlife would be
less than significant with mitigation; see also Master Response Oak Trees and Oak
Woodland.
8) The City’s Fire Department reviewed the Draft EIR before its publication and Fire
Department comments have been incorporated in the impact analysis and mitigation
measures. The Project’s increased demand on emergency services is evaluated in
Impact 3.11-2 of the Draft EIR; with mitigation, impacts will be less than significant.
As noted in Impact 3.13-4 of the Draft EIR, the installation of a signal at the
intersection of Thomas Lake Harris and Fountaingrove Parkway will improve
emergency access to and from the site.
9) The Project is consistent with General Plan Policy LUL-E-3, which addresses
clustering of continuing care facilities. See Master Response Land Use Compatibility
and Draft EIR Appendix C – Project Compatibility with General Plan Goals and
Policies.
10) Comment noted. The City agrees that Fountaingrove Parkway (West) and Thomas
Lake Harris Drive intersection is the most direct access to the Project site and is
assumed by the City as the primary access point for construction traffic. The City’s
detailed limitations on the Contractor regarding construction traffic will occur in the
final design plans and specifications.
