The World Anti-Doping Code Review Process<br />

is currently under way. Every 4 years, after a<br />

practical application and implementation of<br />

its Rules has occurred world-wide, the World<br />

Anti-Doping Code is revisited so that it continues<br />

to better reflect the practical reality<br />

of the sporting world, the administrative,<br />

financial and legal challenges that all Signatories<br />

face and the ever-growing obstacles<br />

that the fight against doping in sport must<br />

persistently try to overcome.<br />

Based on the comments made by Signatories<br />

and Stakeholders, the World Anti<br />

Doping Agency (WADA) and a group of<br />

experts revisit every single provision in the<br />

Code. Provisions are maintained, modified,<br />

deleted and/or added in order to update the<br />

Code and ensure that it is continues to be<br />

an applicable, germane and relevant legislative<br />

and regulatory document.<br />

Now, two years since the latest version of<br />

the Code was approved, WADA has begun<br />

another lengthy consultation on the World<br />

Anti-Doping Code and International Standards,<br />

which harmonized the fight against<br />

doping for all countries and sports when<br />

they all came into effect eight years ago.<br />

WADA has contacted and communicated<br />

with all its Signatories and Stakeholders concerning<br />

the review and drafting process that<br />

will take place over the next two years in<br />

order to request their comments on the Code<br />

and how it can be improved. This process<br />

involves three rounds of consultation ending<br />

with the adoption of the new Code at the<br />

WADA World Conference in Johannesburg,<br />

South Africa in November 2013.<br />

The 1st Consultation Phase ended on 15<br />

March, 2012. All Signatories and Stakeholders,<br />

like the ISSF, were asked to provide any<br />

input they may have had on an individual<br />

basis directly to WADA before that date.<br />

During the 2nd Consultation Phase,<br />

additional comments will also be received. At<br />

that time, the Association of Summer Olympic<br />

International Federations’ (ASOIF – which<br />

the ISSF is a member) Medical Consultative<br />

Group will begin coordinating a common position<br />

of the all the summer Olympic International<br />

Federations. The purpose of this group<br />

will be to endorse and advance to WADA<br />

the points and issues commonly raised by all<br />

Summer International Federations in all subsequent<br />

phases of the consultative process.<br />

Accordingly, the ASOIF Council has<br />

scheduled a general meeting of all its members<br />

for the first half of 2013. The purpose<br />

of this meeting will be to convene a formal<br />

group review of the suggested changes to<br />

the Code and develop a final concerted position<br />

in regard to the latest draft of the new<br />

Code available at the time of that meeting.<br />

The ISSF will be attending and voice any all<br />

concerns or suggestions it may have with<br />

respect to the current Code.<br />

Needless to say, everyone involved in sport<br />

will be affected by the changes brought to<br />

will need to render their Rules and activities<br />

compliant with the revised Code; National<br />

Federations that must run their programs<br />

in accordance with ISSF Anti-Doping Rules<br />

will need to re-adopt new rules and ensure<br />

that all their activities and actions comply<br />

with the ISSF Anti-Doping Rules; and all<br />

shooters will be subject to these new Rules<br />

when they come into effect in 2015.<br />

Therefore, because every individual’s<br />

feedback is vital to this important process,<br />

all athletes and individuals who have comments<br />

to make on the Code are invited to do<br />

so via their National Anti-Doping Organization<br />

or National Olympic Committee, or their<br />

National Federations or their International<br />

Federation, or on their own volition.To this<br />

end, WADA will continue collecting input<br />

and suggestions via comments that should<br />

be submitted through WADAConnect.<br />

Unlike previous years when comments<br />

where just randomly sent in to WADA via<br />

email or fax, WADA has introduced the new<br />

WADAConnect online tool to facilitate the<br />

provision of comments by stakeholders. This<br />

new platform will be used to facilitate the<br />

work of the Code drafting team and the publishing<br />

of the final submissions on the WADA<br />

website at the end of each consultation phase.<br />

Any individuals who want to submit<br />

comments to WADA are encouraged to use<br />

this online platform to create a user account<br />

and input comments, directly referencing<br />

the Articles that are of particular interest to<br />
