Material support was provided for restoration of farming on over<br />

25,000 ha of tsunami-damaged farmlands, and community<br />

empowerment was carried out in over 600 villages. The present paper<br />

is however restricted to activities aimed at restoration of support<br />

services and the development of institutional capacity to address key<br />

rehabilitation and reconstruction issues, including those related to soil<br />

rehabilitation and management. As part of its Integrated Strategy for<br />

Rehabilitation and Reconstruction for Agriculture Sector, ETESP has<br />

given priority in capacity building to: (1) Rehabilitation of Provincial<br />

and District Offices, (2) Providing Transportation for Field Activities,<br />

(3) Rehabilitation/Development of Seed Production Capacity, (4)<br />

Rehabilitation/Development of Livestock Facilities, (5) Rehabilitation/<br />

Development of Agriculture Extension Services or Livelihood<br />

Connection Centers, (6) Human Resources Development, (7) Gender<br />

Mainstreaming, and (8) Media for Women Farmers.<br />

REHABILITATION OF PROVINCIAL AND DISTRICT OFFICES<br />

The Tsunami caused damage to or destroyed many Agriculture<br />

Offices at both the Provincial and District levels. Thus, to provide a<br />

suitable working environment for efforts in rehabilitation and<br />

reconstruction, ETESP provided funds for the rehabilitation of key<br />

agriculture offices, including:<br />

• Office Complex for Provincial Agriculture Service for Food<br />

Crops and Horticulture<br />

• Office and Laboratory for Provincial Agriculture Service for<br />

Livestock<br />

• Office and Laboratory/Mess for Provincial Agriculture Service<br />

for Estate Crops<br />

• District Offices for Estate Crops in Aceh Besar, Aceh Jaya,<br />

Aceh Barat, Nagan Raya, Simeulue, Pidie, Aceh Utara and<br />

Aceh Timur<br />

• District Office for Food Crops and Horticulture for Simeulue<br />

District, and<br />

• Food Crop and Horticulture Protection Laboratory for West<br />

Coast, Pulo IE, Nagan Raya<br />
