HUMAN RESOURCES DEVELOPMENT<br />

During the conflict period, the agriculture extension system in Aceh<br />

was seriously degraded, with the lost of facilities, means of<br />

transportation, and lost of experienced extension workers. Most<br />

facilities were destroyed or used as military bases, and means of<br />

transportation (vehicles and motorcycles) were commandeered by<br />

both the military and GAM. Extension workers were afraid to go to the<br />

field in order to provide training and extension services, and many<br />

changed positions and profession. As a result, many farmers are<br />

using 30 year old technology and getting low yields. This was the<br />

situation when the tsunami struck. Many progressive farmers and<br />

leaders of farmers’ groups died in the tsunami. Thus, a whole<br />

generation of farmers, both women and men, need to be trained in<br />

new sustainable agriculture technology, and provided with extension<br />

services in order to increase production and income.<br />

Under ETESP, extension workers have been trained in participatory<br />

methods, intensive methods for crop production (food crops,<br />

horticulture crops, estate crops, and livestock production), organic<br />

farming and sustainable agriculture, integrated pest management, and<br />

System for Rice Intensification. Farmer Field School methods have<br />

been used to train farmers in the production of a number of key<br />

commodities including rice, soybean, corn, peanut, chilly peppers,<br />

cacao, oil palm, and rubber.<br />
