As highlighted during the “Tsunami Agriculture and Consolidation<br />

Workshop (22/23 rd ) November 2005,<br />

”All seed provided under livelihood programs is being<br />

sourced from North Sumatra (outside NAD), but this is not<br />

sustainable in the long term and Aceh has the potential to<br />

provide established farmer-based seed supply systems<br />

backed by necessary controls and services of the provincial<br />

authorities.”<br />

Since Aceh’s rice seed production capacity was completely damaged<br />

or inactive during the conflict, all the certified rice seed used during<br />

the rehabilitation and reconstruction process (2005-2008) in Aceh was<br />

brought in from outside of Aceh. This included seed provided by ADB-<br />

ETESP, BRR, FAO and donors. Thus, development funds which could<br />

have gone to local farmers’ groups involved in the<br />

multiplication/development of certified seed left the province. To<br />

address this, ADB-ETESP has provided funds and technical<br />

assistance for the rehabilitation of the Provincial Seed Center for Rice<br />

in Keumala, Pidie District.<br />
