TECHNICAL CAPACITY BUILDING ACTIVITIES<br />

Three interrelated ACIAR projects have utilised a ‘train the trainer’<br />

approach to build environmental assessment and management in<br />

skills in a team of Master Trainers at CBAD, Ujung Batee. The Master<br />

Trainers have the responsibility of training staff of District Dinas<br />

Kelautan dan Perikanan, NGOs and other donor agencies running<br />

pond reconstruction programs in Aceh. Master Trainers undergo<br />

competency testing to ensure that skill building is effective and at high<br />

technical standard. Under the umbrella of the AIPRD project, the<br />

Master Trainers deliver technical information to stakeholders through<br />

regular roadshows along the north east coast and at selected<br />

demonstration pond sites. A field team has also been established to<br />

provide technical support to farmers on soil assessment and<br />

remediation, pond management and canal and pond design. Training<br />

is provided at two levels. A higher level of technical training is<br />

provided to the Master Trainers whereas low level training is delivered<br />

to other stakeholders with supporting extension materials developed<br />

by other ACIAR projects. Master Trainers also play a role in the<br />

analysis and interpretation of environmental data collected from field<br />

sites. Technical support is also provided by the ACIAR Soil and Land<br />

Evaluation Research Team from RICA in Maros, UNSW and Gadjah<br />

Mada University (GMU).<br />

An important aspect of long term support to the aquaculture sector is<br />

the re-establishment of laboratory services at CBAD Ujung Batee.<br />

Environmental laboratories and hatchery facilities have been<br />

reconstructed at CBAD Ujung Batee with funding from the AIPRD.<br />

Complementary staff training has been conducted by the ACIAR<br />

projects to ensure that CBAD Ujung Batee is capable of providing<br />

high-quality services to the aquaculture industry in Aceh. The newly<br />

reconstructed laboratories will provide services to the farming<br />

community through disease diagnostics (including PCR testing for<br />

viruses), water and soil quality assessment, and general<br />

environmental analyses. The AIPRD has also provided a mobile field<br />

laboratory to provide onsite testing of soils and water. The CBAD<br />

laboratories were officially opened on 14 June 2008 by the Prime<br />

Minster of Australia, Hon. Mr Kevin Rudd, M.P.<br />

SOIL CHARACTERISATION AND MAPPING ACTIVITIES<br />

ACIAR Project FIS/2005/028 and FIS/2005/009 (technical capacity<br />

building and research support projects) have conducted extensive soil<br />

sampling and mapping to identify and characterise problem soil types.<br />

First approximation mapping has shown that over 470,000 ha of ASS<br />

are present in Aceh (Figure 1) and that more than 80% of ponds are<br />

affected by moderate to severe soil acidification (Sammut and<br />
