During the conflict period, many government vehicles were<br />
confiscated/commandeered by both the Government (Military and<br />
Police) and by GAM. Vehicles were used by combatants, sold for<br />
profit outside Aceh, or destroyed to prevent them being used by the<br />
government. Thus, at the time the tsunami struck, Government<br />
vehicles were extremely limited and Government Agriculture Services<br />
lacked the transportation they needed to play a major role in<br />
rehabilitation and reconstruction. Thus, ETESP capacity building<br />
included the provision of vehicles and motorcycles for transportation –<br />
required for planning, training and extension services, implementation,<br />
monitoring and evaluating of rehabilitation and reconstruction activities<br />
funded by ETESP, BRR (Debt Moratorium), BRA, APBN and APBD.<br />
With transportation, the Agriculture Services have been able to<br />
provide better coordination and support for NGOs working in the<br />
Agriculture Sector, at both provincial and district levels. Benefiting<br />
from the increased capacity of the Agriculture Services, organizations<br />
such as FAO and International NGOs are now working more closely<br />
with these Agriculture Services and taking advantage of their<br />
expertise in relation to quality seed, extension services, plant<br />
protection, veterinarian services, etc. This has translated into more<br />
effective activities and more sustainable benefits for farmers.<br />
A total of 60 vehicles (mini-vans, double-cabin pick-up trucks, and<br />
trucks) and 275 motorcycles were provided to 18 provincial facilities<br />
and 50+ agriculture facilities in 11 tsunami-affected districts.<br />

Agriculture Services at both the Provincial and District levels are now<br />
using vehicles provided by ETESP to carry out activities aimed at<br />
improved soil management, development of new systems for<br />
integrated sustainable agriculture, and achieving better gender<br />
equality in the agriculture sector.<br />
