Since the health authorities have to respond to the expressed need for final kidney
deficiency care, which is cumulating in different levels, and to supervise the different
interventions in this field, the Ministry of Health launched a leasing bid with the private sector
to provide care to patients. This orientation is justified by the difficulty to mobilize together
human, financial and logistic resources (supply and maintenance) and in a recurrent way
throughout the national territory. Complying with the public–private contractual
arrangements, the private organization is responsible for supplying 240 haemodialysis
generators (artificial kidneys), 34 water treatment units and 225 000 haemodialysis kits per
year for 32 centres at the national level.
The contract is between the Ministry of Health (buyer) and a private organization
specialized in haemodialysis equipment (supplier), and deals with the lease of haemodialysis
equipment including consumable products (kits). The contract was established as a five-year
contract. The contract is financed through the general budget of the Ministry of Health, for
about US$ 5 000 000 per year.
The supplier is committed to furnish 32 haemodialysis centres and to: install, operate
and test the new haemodialysis equipment and ensure that this material is recently
manufactured, with attached guarantee certificates delivered by the manufacturer; furnish
consumable haemodialysis products (kits); and provide preventive and curative maintenance
of the haemodialysis equipment, including training of personnel on this equipment.
Specifically, the supplier must provide the following services:
delivery of the rented operational equipment, including installation, utilization and testing at
each haemodialysis centre indicated on the list of centres;
employment of all the material and human resources required to carry out the contract within
the deadline set for the installation;
appointment of a competent engineer to supervise the installation and the maintenance of
equipment;
supply of consumable haemodialysis products (kits) in compliance with the technical and
quantity specifications described in the estimated price table, included in the contract, to
the designated centres for one year, renewable and valid during a 5-year period;
regular preventive and curative maintenance of the equipment installed at each haemodialysis
centre during the contacting period, including the supply of all labour and parts necessary
to repair equipment;
training of 4 persons in each of the haemodialysis centres for at least 5 days;
updating of the haemodialysis equipment and consumable products in line with technological
progress in this field.
The buyer (Ministry of Health) is obligated to take all appropriate measures to enable
the supplier carry out the required services in terms of access and storage of materials and
tools and supply of water and electricity for the machinery. The Ministry will put at the
disposal of the contract beneficiary:
technical data and information needed to ensure the success of the implementation of the
contract requirements;
