What issue or need is addressed by the effective practice?<br />

This project addressed the need for workforce development and training, and the delivery <strong>of</strong> selected credit<br />

courses, to employees/residents near the Westfield Old Orchard Shopping Center in Skokie. The project also<br />

addressed the needs <strong>of</strong> local employers for training and development <strong>of</strong> current and potential employees.<br />

Description <strong>of</strong> the effective practice:<br />

In collaboration with the Workforce Board <strong>of</strong> Northern Cook County, Oakton established and <strong>of</strong>fers programs<br />

and services at a new Center for Pr<strong>of</strong>essional Development in the Westfield Old Orchard Shopping Center.<br />

Employer focused objectives include:<br />

• Develop activities that result in a stronger, more qualified workforce through customized training in<br />

identified areas <strong>of</strong> need;<br />

• Provide resource services for identifying career ready job applicants through referrals, job postings/jobbank,<br />

and career fairs;<br />

• Support employee retention efforts through educational outreach and assistance.<br />

Employee focused objectives include:<br />

• Provide developmental activities to prepare participants for employment opportunities, i.e. job readiness<br />

training, job search strategies; resume writing; and interviewing skills;<br />

• Provide participants with counseling, academic advising and skills assessment opportunities to promote<br />

career exploration and job readiness;<br />

• Provide skill based training in identified areas <strong>of</strong> need;<br />

• Provide resources for future development and growth.<br />

Oakton <strong>of</strong>fered its first courses at the Center in Spring, 2006: ESL for Adults (40 participants); Bridges to<br />

Academic Reading (10 participants); Food Service Sanitation Supervision (8 participants); and Food<br />

Safety Refresher (7 participants). In addition to a continuation <strong>of</strong> courses already <strong>of</strong>fered, future <strong>of</strong>ferings at the<br />

Center will include: Doing Business Around the World, a series <strong>of</strong> international trade workshops; and Small<br />

Business Strategies, a series <strong>of</strong> entrepreneurship workshops.<br />

Still a new initiative, the Center for Pr<strong>of</strong>essional Development is continuing to identify itself and align services<br />

not only with the needs <strong>of</strong> the retail community in which the Center is housed but businesses in the nearby<br />

communities. Ongoing focus groups with mall retailers and community businesses leaders will assist in<br />

determining future learning opportunities to be <strong>of</strong>fered through the Center. The project was first implemented in<br />

the fall semester 2005.<br />

How does this practice achieve sustainability?<br />

The College will use institutional and grant funds to support faculty salaries and other services available at the<br />

Center.<br />

What are the results/measurable outcomes?<br />

To date employer feedback about the Center has been highly positive, and Oakton faculty and administrators<br />

from the credit and non-credit areas are working together to identify and deliver an array <strong>of</strong> courses and<br />

services. The convenient location, in the mall itself, makes the Center particularly accessible for retail and<br />

service sector employees at Old Orchard, and ample parking and the central location <strong>of</strong> the mall within Oakton’s<br />

district make it accessible for other individuals as well.<br />
