What issue or need is addressed by the effective practice? In addition to financial assistance programs, lowincome<br />

and minority students need complementary programs that provide guidance and support as they navigate the<br />

path to college. Too <strong>of</strong>ten disadvantaged students are lost in the transition from high school to college. The purpose <strong>of</strong><br />

college access vertical teams is to establish small networks <strong>of</strong> educational and outreach pr<strong>of</strong>essionals within the P16<br />

continuum that can support and mentor each other while promoting access to postsecondary education.<br />

Description <strong>of</strong> the effective practice: A college access vertical team is made up <strong>of</strong> at least four individuals: a<br />

representative from a community-based organization, a middle school teacher, a high school counselor, and a<br />

financial aid administrator and/or a college admission counselor. Each group comes from the same community/school<br />

system and works together to develop complementary programs to promote higher education. The Illinois Student<br />

Assistance Commission (ISAC) provides specialized training, information and materials to all participants in the<br />

program and facilitates team meetings throughout the year. All <strong>of</strong> these individuals are mutually accountable for the<br />

ultimate success or failure due to a structural design necessitating that each individual build upon the previous action<br />

<strong>of</strong> another while simultaneously laying the groundwork for subsequent action within the system.<br />

During FY2006, ISAC and a group <strong>of</strong> education pr<strong>of</strong>essionals in the Rockford area created the first Vertical Outreach<br />

Team. The team consisted <strong>of</strong> Rock Valley College, Rockford East High School, Lincoln Middle School, and La Voz<br />

Latina (a community based organization). The team received training on a variety <strong>of</strong> financial aid topics as well as<br />

training on all ISAC products and services. The group members worked collaboratively to support each other in their<br />

outreach efforts along the education continuum in their community; their goal was to create a method <strong>of</strong> getting<br />

students on the college track and keeping them there, beginning in elementary school and continuing through<br />

completion <strong>of</strong> their college degree program. A variety <strong>of</strong> outreach events were hosted throughout the year including<br />

an end <strong>of</strong> the year group outing to Rock Valley College. The day-long field trip included the following activities: a<br />

College Zone and IllinoisMentor session with account creation for the students, a campus-wide scavenger hunt<br />

introducing students to the campus and to college services, a real college lecture, a question and answer session with<br />

other first generation college students currently attending Rock Valley College, and interest sessions on topics such as<br />

college athletics.<br />

How does this practice achieve sustainability? College access vertical teams provide another avenue for ISAC to<br />

achieve its mission <strong>of</strong> providing access to postsecondary education for all students in Illinois, particularly to families<br />

who are traditionally underrepresented in higher education. It also gives ISAC the opportunity to provide our partners<br />

with new, timely and much needed training. ISAC is in the process <strong>of</strong> following up with additional groups who have<br />

expressed interest in becoming part <strong>of</strong> the Vertical Outreach Team in the Rockford area, such as the Rockford Park<br />

District, that would help expand the vertical team activities to a year-round program. ISAC will also continue<br />

networking throughout Illinois to develop new vertical teams.<br />

What are the results/measurable outcomes? The Rockford area Vertical Outreach Team held three events<br />

throughout the year, reaching more than 400 students. These events include a college fair in the fall, a financial aid<br />

night in the winter and a college visit day in the spring. More than 30 students participated in the end <strong>of</strong> the year<br />

group outing to Rock Valley College, receiving valuable information as they plan for their postsecondary education.<br />

The Rockford East High School students interacted with members <strong>of</strong> the Association <strong>of</strong> Latin American Students<br />

(ALAS) at Rock Valley College throughout the day-long field trip. At the end <strong>of</strong> the day the Rockford East seniors<br />

commented:<br />

• “I feel more confident about going to Rock Valley College now because if ALAS students can do it, there is no way I<br />

cannot.”<br />

• “The ALAS students gave me the confidence to keep going and really let me know that I have friends at Rock Valley<br />

College to help me out.”<br />

• “I just loved going to Rock Valley College and I can’t wait to go again.”<br />
