downwards shift in the classification of tracks i.e.<br />
class 1 wheelchair accessible, all weather or high volume<br />
track surfaces will be downgraded to class 2 etc.<br />
Visitor satisfaction will decline as will tourism opportunities<br />
leading to a decline in economic prosperity.<br />

Prioritise funding towards tracks of greatest value to the<br />
community.<br />
External funding opportunities will be sought to supplement<br />
Council funds.<br />
Closure of a proportion of tracks that are predominantly of<br />
residential amenity.<br />
