From 2002 to 2007, the number of new delinquency petitions filed statewide decreased 1 percent
from 21,076 to 20,956. The rate of new delinquency petitions filed statewide increased 1 percent
from 1,647 petitions for every 100,000 youth ages 10 to 16 in 2002, to 1,670 in 2007.
There were slight increases, however, in the rate of new delinquency petitions filed between
2003 and 2005. The rate increased an average of 2 percent each year from the previous year.
However, in 2006, the rate decreased 6 percent from the previous year to 1,634 new delinquency
petitions filed for every 100,000 youth ages 10 to 16. In 2007, the rate increased 2 percent from
the previous year to 1,670. Map 2 shows the percent change in the rate of new delinquency
petitions filed by county from 2002 to 2007.
The counties that comprise the Southern region of the state had the highest rates of new
delinquency petitions filed, with 2,293 new petitions filed for every 100,000 youth ages 10 to 16
in 2007. Conversely, the counties that comprise the Northern region of the state, not including
Cook County, had the lowest rate of new delinquency petitions filed, with a rate of 1,344.
