Self-determination is an important part of that

and self-determination is not only being able to sort of
establish those local priorities but also be able to
develop the capacity to self, self-manage your own services
and, and your own industry within your own community.
THE COMMISSIONER: And that would be a definition
of self-determination you've just given us?
THE WITNESS: That would be part of my definition
of it. Other people might disagree, but self-determination
and jurisdictional control would encompass those factors.
