In each of the communities in west region they

set up local committees.
They were usually composed of

elders and other community people with a commitment to

children and families.
They were provided with training

and the local workers in those communities worked with that
child welfare committee, sometimes in intervening
informally with families but also providing formal advice
about things like who should be foster parents and what
kind of services should be provided in those communities,
so they were very active and engaged in the child welfare
mission in those communities.
