Inclusive Communities = Stronger Communities<br />

GLOBAL REPORT ON ARTICLE 19: THE RIGHT TO LIVE AND BE INCLUDED IN THE COMMUNITY<br />

• Right to work and employment (article 27)<br />

• Right to take part in the conduct of public affairs<br />

(article 29)<br />

• Right to take part in cultural life (article 30)<br />

• Right to live in the community (article 19)<br />

• Right to habilitation and rehabilitation (article 26).<br />

The general principle of non-discrimination in the CRPD<br />

includes both direct and indirect discrimination and<br />

requires that there be reasonable<br />

accommodation made for persons with<br />

disabilities; that is that there is “necessary and<br />

appropriate modification and adjustments not<br />

imposing a disproportionate or undue burden<br />

where needed in a particular case to ensure to<br />

persons with disabilities the enjoyment or<br />

exercise on an equal basis with others of all<br />

human rights and fundamental freedoms”. This<br />

means that in order to ensure the full<br />

participation and inclusion of persons with<br />

disabilities to live in the community on an<br />

equal basis with others, people with<br />

intellectual disabilities may require some<br />

specific supports or reasonable<br />

accommodation, but it also means that in order to ensure<br />

there is not direct or indirect discrimination systems must<br />

change.<br />

We asked our members whether people with intellectual<br />

disabilities were able to access mainstream services and<br />

participate in community and citizenship related activities.<br />

While the results were uneven, the majority reported that<br />

people with intellectual disabilities continued to be denied<br />

meaningful education and employment opportunities.<br />

They fared somewhat better in accessing health services<br />

where they exist but overall they reported a continued<br />

failure of communities to build inclusive systems.
