IT IS NOT A COINCIDENCE that the description by families
and people with intellectual disabilities that we heard in
Chapter 4 of what it means to be included in the
community is reflected in Article 19 of the Convention on
the Rights of Persons with Disabilities. Article 19, as with
the CRPD as a whole, was structured to represent the
understanding of people with intellectual disabilities and
their families, not only of the right to live and be included
